The escalation of conflict in Ukraine has forced more than 5 million people – mostly women and children – to flee to neighbouring countries. With the escalating crisis, the needs are growing by the hour. More than half of Ukraine’s children have either fled for safety within the country or are living as refugees.
Since the conflict started, our teams have been on the ground assessing and responding to the urgent needs of those searching for safety. We are working to support internally displaced people in Ukraine as well as refugees in Romania, Georgia and Moldova.

As the Program, Development & Quality Director, you will oversee multiple teams contributing to the strategy, resourcing, technical and partnering quality of World Vision‘s response. Management oversight includes grant acquisition and management, technical quality, MEAL, information management, and partnering.
We are seeking a senior leader capable of positioning World Vision strongly and sustainably within the Ukraine humanitarian response, and with key UN, government, and donors. Responsibilities include:
- Raise WV’s Response income portfolio, e.g. (public grants, private funds, foundations).
- Ensure sterling grant acquisition and management /compliance within the response.
- Drive strategy design and implementation.
- Ensure design and implementation of sound and effective technical best practices and evidence based approaches.
- Ensure innovative and sustainable knowledge management thus improving project and staff quality.
- Improve and maintain sustainable and equitable partnerships
- Ensure effective and high quality monitoring, evaluation and accountability results across the response
Requirements include:
- Master’s degree in humanitarian, community development, development management, international development, sociology or other related fields
- At least 7-10 years of experience in senior program development role with an international NGO
- Minimum of 5 years’ experience in humanitarian programming (designing, implementing, evaluating and monitoring) of integrated development, relief and/or advocacy of donor funded projects with proven record in winning grants.
- Work experience in Eastern Europe
- Excellent written and verbal communication skills in English, including report-writing and proposal writing skills. Knowledge of Russian is highly preferred, Ukrainian is a plus.
- The position requires ability and willingness to travel domestically and internationally up to 40% of the time.
