HelpAge International supports older people in Ukraine, ensuring they live safe, dignified, and healthy lives. Since 2014, HelpAge has been active in Ukraine, expanding its work after the full-scale invasion in 2022 to cover multiple regions. Their core service is home-based care, where social workers visit older people twice a month to develop care plans and help access essential services. Additional support includes cash assistance, hygiene kits, winterization kits, and assistive products. HelpAge operates 14 community centres across Ukraine, providing a range of services and activities to older people, especially those displaced by conflict. To date, HelpAge has supported over 230,000 individuals in Ukraine.
Project Overview:
This project, funded by the Foreign, Commonwealth & Development Office (FCDO) and managed by WHO, runs from August 28, 2024, to March 31, 2025. It targets 2,900 older people in Dnipropetrovska and Zakarpattia oblasts. Key activities include:
Home-based care for over 2,000 older people, along with humanitarian assistance (hygiene kits, winter items, adult diapers, assistive products, and referrals).
Transit centre support for 500 older people, providing hygiene kits and adult diapers.
Community centre support for 400 older people, with activities like peer support groups and IT training for 280 individuals.
Purpose of the Evaluation:
The evaluation aims to assess the project’s success in improving the well-being and independence of at-risk older people, including those with disabilities. The evaluation will assess the project’s performance using the DAC criteria (Relevance, Coherence, Effectiveness, Efficiency, Impact, and Sustainability), with a focus on the inclusion of older people, especially those with disabilities. Recommendations for future projects will be developed in collaboration with HelpAge, and findings will be presented to both HelpAge’s senior leadership and the global team. Additionally, a top-line analysis of value-for-money will be included.
