Ukraine Healthcare (Supply) Support Coordinator At Stichting Vluchteling

The Dutch Refugee Foundation (Stichting Vluchteling) is an emergency relief organization that worldwide supports partner organizations to assist displaced populations. In case of acute need, the Refugee Foundation provides funding to international and national partners in order to provide direct assistance, such as shelter, medical care, clean drinking water and sanitation. In the Netherlands, the Refugee Foundation provides information to the Dutch public about the situation of refugees and internally displaced as well as about emergency aid in general.

The Refugee Foundation currently has a diverse and enthusiastic team with around 45 employees, working predominately from The Hague. The working atmosphere is informal yet decisive, which is necessary to be able to react fast in case of emergencies.

In Ukraine, the Refugee Foundation is supporting international and national actors with the provision of humanitarian aid, predominantly in the south and east of the country.

However, we are also directly implementing a medicine distribution program. This program focusses on filling the medical needs of health facilities along the conflict line (north, east and south). Currently, two distinct supply models are being applied. On the one hand, we supply of 4 different types of prepared kits and specific individual items as off-the-shelf-supply in Kyiv for quick provision to facilities located near active conflict zones. Next to that there is a demand-driven supply of medicines and medical supplies, which can be ordered directly by health facilities in Ukraine.

With many actors present in Ukraine and a constantly changing environment because of the war, it has become a challenge to assess the actual medical needs (in time) and check whether the supplies that were delivered have been put to good use. Therefore we are currently looking for a full time:

Ukraine Healthcare (Supply) Support Coordinator

The Ukraine Healthcare (Supply) Support Coordinator assumes a key role in the timely and relevant supply of medicines and medical supplies to supported medical structures.

The coordinator will primarily monitor the medical humanitarian situation, and more precisely the actual supply situations and initiatives of the many medical supply actors present in the areas near frontlines and newly liberated areas. He/she will drive the development of the medical humanitarian supply strategy, coordinate the contact hub in the Netherlands, screens drugs and medical supplies requests, maintain contact with the final destinations and monitors and evaluates the timeliness and adequateness of the supplies.

What are the key tasks?

  • Provides input about the medical humanitarian situation (along the frontline);
  • Assesses medical needs along the frontline and acts and advises accordingly;
  • Drafts and screens drugs and medical supplies requests and advises accordingly;
  • Advises the Regional Health Coordinator about the findings and proposes orders accordingly;
  • When agreed by the Regional Health Coordinator, helps drafting orders to fulfil the medical needs of the various health facilities and health initiatives, taking other actors, the context and the very nature of the request into consideration;
  • Coordinates the Contact hub and initiates improvements in the way of working, where necessary;
  • Helps developing our medical humanitarian supply strategy in conjunction with the Regional Health Coordinator;
  • Where meaningful he/she works through the Health Cluster’s HRPR (Health Requests Planning & Response), (local) NGO’s, volunteer groups, ambulance groups, etc.
  • Maintains contact with the final destinations;
  • Verifies whether deliveries were adequate and if not, how to improve;
  • Carries out ad hoc tasks in concertation with the Regional Health Coordinator;
  • Occasionally and as other activities of SV in Ukraine evolve, assess options for non-medical requests for supplies or services.

Position within the organisation

The Ukraine Healthcare (Supply) Support Coordinator is part of The Refugee Foundation’s Ukraine Crisis Response Team and reports to the Regional Health Coordinator and the Team Leader – Ukraine Response. The team furthermore consists of a Humanitarian Access Advisor, a Program Officer and two logisticians.

This Ukraine team is embedded in The Refugee Foundation’s Programmes and Advocacy department in The Hague – The Netherlands.

Profile

  • We are looking for a highly motivated medical person, preferably a doctor or a medical specialist.
  • You are based in Ukraine or a surrounding country and you have a Ukrainian nationality or permit to work in the Ukraine. You are willing to travel to the frontlines frequently, this is required in order for the project to be as effective and efficient as possible.
  • In order to develop a coherent medical strategy, we would like you to have a public health background or work experience in a humanitarian context.
  • In order to assess medical requests, you need to have some knowledge of drugs and medical supplies obtained through some relevant hands-on clinical-medical work experience. We require at least three years relevant experience.
  • You are a good team player, but can work very well independently and have a problem-solving attitude.
  • You are furthermore service-oriented, accurate, demonstrate initiative, and have a good follow-up attitude.
  • Good communication skills and fluency in English, Ukrainian and Russian (speaking and writing) are essential.
  • Your way of working is organized.
  • The work environment is hectic and unpredictable at times, which make flexibility, thinking out-of-the-box and eagerness to act important qualities.
  • As there is a lot of networking and creativity required, we need an enthusiastic, creative, and enterprising colleague.
  • You endorse the aims and goals of SV.
  • The start date can be agreed upon in consultation, but the preference is by February 1st, or as soon as possible.
