Created in 1979, Action Against Hunger is an international non-governmental organization that fights world hunger. Its charter of humanitarian principles – independence, neutrality, non-discrimination, free and direct access to victims, professionalism, transparency – has founded its identity for over 40 years. Its mission is to save lives by eliminating hunger by preventing, detecting and treating undernutrition, especially during and after emergencies related to conflicts and natural disasters. ACF intervenes in the areas of nutrition, primary health, food safety, water, hygiene and sanitation, and mental health and care practices, in addition to advocacy actions. ACF is also the leader of several Consortium including in particular PROGRESS ( RESilience and Social Cohesion Program in the Sahel ) and the RRM Frontline Consortium, a rapid response mechanism to assist the immediate needs of displaced populations affected by the crisis.
ACF actively participates in the coordination in place in its double dimension Nexus Urgence and Development by being Co-facilitator of the Cluster Food Safety and by participating in specific working groups such as that on improving access, a central issue for delivering assistance to vulnerable populations.
Our activities are carried out on a large part of the country through several bases: 1 Coordination base in Ouagadougou, 4 Main bases in regions ( East Fada, Dori-Sahel, North Ouahigouya, Bobo-Hauts Bassins ) and 4 sub Bases ( Diapaga, Bogandé, Tenkodogo, Orodara ).
We are looking for a Country Director to lead the Country Office in Burkina. You will manage a team of 300 people (6 in direct management) and will support the implementation of 25 projects financed by multiple donors. The total budget of the Country Office is 19 million Euros.
YOUR RESPONSIBILITIES
– You lead the coordination team (55 people) and all the teams in order to ensure a good working atmosphere and positive collaboration within the ACF teams and with the partners (15 partners).
– You are responsible for the safety of the teams and anticipate access difficulties
– You consolidate the collaboration/communication schemes in place and ensure that roles and responsibilities are defined and known to all.
– You secure, consolidate and identify adequate funding for current and future programs
– You ensure the implementation of projects in accordance with plans and at the level of quality in accordance with ACF requirements in terms of technical quality and MEAL – and this in a context of deterioration of the security context
– You ensure the development and implementation of an advocacy strategy for the mission
– You ensure that the mission maintains an adequate level of emergency response and has a pro-active approach to accessing the most vulnerable populations
YOUR PROFILE
You hold a Master 2. You have a successful professional experience of at least 8 years in the coordination of development or humanitarian activities in a complex environment, with a security component. You are a seasoned manager, particularly in supporting multicultural teams. You are recognized for your leadership, your ability to adapt and innovate as well as your sense of diplomacy. You are comfortable negotiating access in degraded security conditions and with multiple interlocutors. A similar experience in the Sahelian region will be considered positively. Previous experience with ACF is a plus. Fluent French and English.
YOUR CONDITIONS OF EMPLOYMENT
– 24 months of fixed-term contract under French law
– Gross monthly starting salary of 3300 to 3800 EUR depending on experience
– Per diem and monthly living expenses: 458EUR (cf. eurocost) net, paid in the field.
– Monthly context allowance: 300EUR
– Child allowance: 1500EUR per year and per child present in the country of origin (ceiling of 6000EUR/year)
– 16% of gross monthly salary for pension insurance reimbursement for non-French citizens.
– Transport and accommodation: Support for travel and individual accommodation
– Medical cover: 100% of the payment of health contributions (CFE + complementary health) and repatriation insurance
– Leave and RnR: 25 days a year, 20 RTT per year and 215EUR paid during the recovery period
