Mission :

You will be responsible for managing the managers of technical departments and providing support to the Country Director.
Your role will be to:
Ensure that ACF programs in Chad meet the vision and mission of ACF and enhance the impact of ACF at the level of beneficiaries and different stakeholders Show leadership in the development and quality of ACF programs in Chad
Take into account the overall strategy of ACF at the international level, the strategy and ambitions of ACF in Chad, and the strategic positions of the Chadian state, donors present in Chad, as well as the expectations of communities and beneficiaries of ACF programs
Supervise the Managers of technical and programmatic departments (WASH, SAME, MEAL, Advocacy and Communication, Grant and Partnership, Mental Health and Care Practice)Guarantee the technicality, expertise and quality of the programs implemented by ACF in Chad
Actively participate, in support of the Country Director, in the definition of the ACF strategy in Chad and the operational variations of this strategy through programmes and projects on the ground
Ensure that ACF’s strategic themes – Health/Nutrition, Mental Health and Care Practice, Food Security and Ways of Existence, Water, Hygiene and Sanitation, Advocacy – are developed and integrated into ACF’s strategy and programming in Chad
Establish and strengthen mechanisms for monitoring, evaluation, capitalization of best practices and learning related to the programs developed by ACF in Chad
Acting as Country Director and running the Senior Management Team in case of absence of the Country Director
Specifically, your missions will be:
Participate in the definition and implementation of the strategy and ensure the management of programmatic technical departments
Participate in the representation of ACF and maintain relations with donors, authorities, UN agencies and other NGOs, on technical operational strategy, programmes and advocacy
Identify and analyze humanitarian needs and issues in the country
Managing your team
Monitoring the budgets of the programmes and contributing to the identification of potential funding opportunities

Profile:

You hold a Bac+5-level higher degree in project or organization management or any other field or equivalent· experience.
You have a successful track record in strategic management of operational planning, as well as management of multisectoral, emergency and development programmes, including budget management.
You have demonstrated experience in project proposal writing, leadership and senior staff management (level Management).
You have already worked in a complex· environment and/or situation.
You are familiar with donor procedures and strategies (ECHO, AIDS, EuropeAid, FFP, OFDA, AFD, SDC, UN agencies, etc.).
You have excellent leadership, integrity and honesty skills and are able to effectively manage teams and track performance.
You are particularly proficient at· in stress and complexity management, and in emotional intelligence.
You master French and English, both orally and in writing, and have good communication and writing skills.

Employment conditions
Fixed-term contract of use under French law: 12 months
Gross monthly salary: from 2899 to 3376 euros depending on experience
Pension insurance reimbursement for non-French citizens: 16% of gross monthly salary
Per diem and monthly living expenses: 767euros net, paid on the ground
Monthly context allowance: 150euros
Child allowance: 1500euros per year per child present in the country of origin (6000euros/year ceiling)
Transport and housing : Travel management and collective housing
Medical coverage : 100% of the coverage of health contributions (CFE + complementary health) and repatriation insurance
Salary maintenance devices (illness, maternity, paternity)
Leave and RnR : 25 days per year of CP and 20 RnR per year; support of the ticket with ceiling to go to the chosen break area, and 215 euros of lump sum compensation by RnR
