Mission and objectives
The United Nations Volunteers (UNV) programme is the UN organization that supports human development globally by promoting volunteerism and by mobilizing volunteers. It is administered by UNDP and operates amidst growing recognition that volunteerism makes important contributions, economically and socially, to more cohesive societies by building trust and reciprocity among citizens. The UNV Regional Offices (RO) provide oversight and strategic guidance to the UNV Field Units in their respective geographical assignments and are mainly accountable for the placement of UN Volunteers mobilized for UN Agencies, Funds, and Programmes focused on peace, development, and humanitarian needs. The Regional Offices also lead in scoping and delivering UNV’s advisory service offer on volunteer infrastructure. The Regional Office for Arab States (ROAS) is based in Amman, Jordan.
Context
The UNV Country Support Officer is based in the UNDP Country Office Djibouti and works under the supervision of the UNV Portfolio manager based in the regional office in Amman, in supporting the UNV programme at Djibouti country level. The UNV at the field level has the following responsibilities: (a) support to the recruitment and management of the UN Volunteers serving in the country; and (b) management of the relationship with host entities and strategic understanding of needs (c) promote and enable the contribution of volunteerism to various humanitarian, peace and development efforts in the country. The UNV Support Officer contributes to partnership development, advocacy around volunteerism for peace and development. The UNV support officer fosters mobilization and deployment of volunteers in Djibouti in order to deliver on UNV’s commitment to support host entities within the framework of the UNSDCF with capacities. In this context, the UNV support officer constantly engages with partner agencies in order to understand their strategic directions and in order to identify entry points for UNV support. Moreover, the UNV Support Officer supports Volunteers satisfaction by assisting them during their assignment on any matter related to UNV Conditions of Services, through organizing regular meetings and townhalls with volunteers on specific topics, and engaging in volunteering initiatives with serving UN Volunteers in the country. Task description
Under the direct supervision of the UNV Portfolio Manager based in Amman, the UNV Country Suport Officer will undertake the following tasks: Advocacy and UNV Positioning • Coordinate and participate in the outreach and advocacy activities to UN agencies in Djibouti to increase volunteer mobilization (both Onsite and Online). • Undertake presentations to showcase UNV relevance to UN partners, take part to inter-agency relevant taskforce or working group (HR Group, OMT, PMT…) • Implement advocacy activities associated with annual celebrations, such as International Women’s Day, International Youth Day, International Volunteers Day (IVD), among others. • Document UN Volunteers work and results to feed UNV relevant social media channels (through stories, blogs, photomissions…) • Performing other duties, as assigned, related to the area of advocacy. Support to Volunteer recruitment and management: • Follow-up on requests with partner agencies particularly in the timely submission of Descriptions of Assignment, confirmation of funds, clearance of candidates, support the organization of interview panels and interview reports, confirm selected candidates and follows up with VSC (Bonn) to finalize the recruitment up to the onboarding of the volunteer. • Undertake briefing of the overall management of UN Volunteers (including role of UNV/Host Entities) to volunteers and Host Entities • Organize regular exchange with serving UN volunteers to be aware of needs in order to increase satisfaction • Regularly brief Partners UN Entities on UNV SOPs, Conditions of Service and recruitment processes
