Fixed-Term appointments are for a continuous period of one year or more and shall have a specified expiration date. The initial appointment is subject to a probationary period of one year.
WFP’s compensation and benefits package aligns with ICSC standards (http://icsc.un.org). It includes basic salary, post adjustment, relocation entitlement, visa, travel and shipment allowances, 30 days’ annual leave, home leave, an education grant for dependent children, a pension plan, and medical insurance.
ORGANIZATIONAL CONTEXT
Over more than a decade, Syria has faced a relentless crisis that has driven hunger and humanitarian needs to unprecedented heights. The convergence of ongoing insecurity, widespread displacement, economic deterioration, infrastructural damage, and inadequate basic services has severely heightened vulnerability among men, women, and children. According to the 2023 Humanitarian Needs Overview (HNO), a staggering 12.9 million people, or 55% of the population, are food insecure, including 3.1 million facing severe food insecurity. Additionally, 2.6 million people are at imminent risk of becoming food insecure. In today’s Syria, the minimum wage can only afford a fifth of a family’s food needs.
In this dire context, the presence of the World Food Programme (WFP) remains vital. Under its current Country Strategic Plan (2022-2025), WFP continues to provide life-saving and transformative assistance through emergency and targeted food assistance, nutritional support for vulnerable women, girls, and children, early recovery efforts, school feeding programmes, and support for humanitarian partners. Additionally, WFP is innovating service delivery mechanisms to ensure additional transparency and accountability to the communities it serves. Faced with reduced funding, WFP is transitioning to a prioritized assistance framework and seeks energetic, self-driven, and passionate individuals to support its vision of an agile, responsive, and above all person-centric operation.
JOB PURPOSE
Beirut port handles approximately 30% of all shipments for WFP Syria. The incumbent will be responsible to implement WFP standard in logistics and supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities from Beirut to Syria. The Supply Chain Officer will be in charge of the management of port/logistics operations for Beirut, under the overall guidance of Head of Supply Chain based in Syria.
Syria Corridor office in Beirut plays a crucial role in supporting the operation in Syria on many levels, above which is handling and dispatching food shipments via Lebanon to WFP warehouses in Syria. The corridor handles also all the non-food shipments, which is vital for the requesting units in SYR CO, such as program, ICT, security and admin. These items must be dealt with much care and to be dispatched to Syria ASAP and ensure their safe reception there. The Corridor also renders its admin services whenever required to all staff passing in/out Lebanon to/from Syria in terms of airport pick-ups, hotel reservations, PCRs, VISAs, and other services as required.
The Supply Chain Officer (NOA) will plan and manage Beirut corridor operations/activities to ensure the effective and efficient planning, clearance and transport of food and Non-Food Items (NFIs) arriving at Beirut Port to Syria, in addition to other services as requested.
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive)
Within delegated authority, the Supply Chain Officer will be responsible for:
- Effectively manage the Corridor Office to ensure the continued development of a cohesive and high performing team.
- Contribute towards the development of supply chain planning and decision-making processes for WFP Syria ensuring compliance with wider logistics policies and WFP standards.
- Support or manage logistics projects or operational day-to-day activities following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
- Manage the operational aspects of Chartered and liner vessels, cargoes, including checking document readiness, loading, discharging and dispatching operations.
- Effectively execute transportation arrangements and/or customs clearance process with the service providers and shipping agents.
- Closely follow up with all WFP suppliers in regards to the regulations of importation to Syria and the related shipping documents good order and legalization from the Syrian diplomatic missions abroad, commodities package markings requirements, needed certificates etc.
- Maintain the updated CIG (Customs Information Guide) for SYCO for all entry ports/borders.
- Supervise, monitor and report the performance evaluation of the clearing agents and transporters, in addition to other contractors, and provide inputs in the annual performance review.
- Monitor on WFP stocks in the port and coordinate with the CO colleagues on the allocation of the shipments to ensure smooth operation.
- Follow the movement of food and non-food items for the projects and operations from Beirut ports to destinations in Syria and ensure that internal control systems are followed and that all relevant records are maintained.
- Contribute to supply chain by providing technical support and guidance to other CO unit/ services, divisions, particularly for emergency response.
- Collate data and contribute to preparation of accurate and timely reporting, including Key Performance Indicators (KPIs), supporting a WFP-wide view of logistics activities that enables informed decision-making and consistency of information presented to stakeholders.
- Support the capacity building of WFP staff and partners for efficient and effective delivery of food assistance to beneficiaries.
- Identify and build productive relationships with logistics colleagues and staff within the area of assignment to support an integrated approach to food assistance.
- Follow emergency logistics preparedness practices, participate in preparation of CO Logistics Capacity Assessment (LCA), to ensure WFP are able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
- Participate in the on-going review of internal processes and procedures and identify ways to increase the day-to-day efficiencies.
- Coordinate with WFP HQ Procurement, suppliers and Government Authorities on rejected shipments stuck at Syrian entry Ports/if any, and propose the best solutions to fix them.
- Liaise with LBN CO supply chain unit where required and support their logistics and port operation activities.
- Other as required.
QUALIFICATIONS AND EXPERIENCE
Education
Master’s degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or Bachelor’s degree with additional years of related work experience and/or training/courses.
Experience
With Master’s: at least one (1) year of postgraduate relevant professional experience in Logistics, Supply Chain and Port Operations.
With Bachelor’s: at least three (3) years of relevant professional experience in Logistics, Supply Chain and Port Operations.
Knowledge and Skills
- Supply Chain Management and Optimization: Analyses context of country challenges in order to lead the design and management of supply chain network, to proactively mitigate and/or address dynamic supply chain challenges, to ensure operational optimization.
- Planning, Project & Resource Management: Collects and analyses relevant technical data from diverse sources to forecast operational needs under various scenarios and makes evidence-based proposals.
- Information Management & Reporting: Ability to proactively identify gaps in information and findings, analyse and evaluate information, develop statistics, and translate into information management products to facilitate decision making and demonstrate performance.
- Market Analysis, Contracting and Operational Execution: Demonstrates ability to collect market information and process and analyse proposals in line with WFP standard rules and regulations in order to deliver efficiently.
- Warehouse and Inventory Management: Plans, coordinates and manages service providers and warehouse operations to promote safe, efficient, and sustainable operating procedures in the face of changing climates and conditions within region of expertise.
- Technical Assistance and Coordination: Actively establishes and maintains networks, leads coordination and the provision of technical assistance, while demonstrating the ability to represent WFP to a broad spectrum of key stakeholders (e.g. providing services).
Language:
- Fluency in oral and written communication in English (Level C) and in Arabic.
