Urban Resilience Expert (Consultant) At Asian Disaster Preparedness Center

Purpose and Objectives:

ADPC has been implementing a Regional Program on “Urban Resilience to Climate Extremes in Southeast Asia” (URCE). The URCE program, which is supported by Norwegian Agency for Development Cooperation (Norad), aims to build “resilient communities in deltaic and coastal urban areas” and strengthen resilience of urban systems and urban communities to the current and emerging climate extremes, disaster and emergencies that are anticipated in coming years. The program will be implemented in two cities of Viet Nam, namely, My Tho City (Tien Giang province) and Nam Dinh City (Nam Dinh Province).

The program has five outcomes, namely, Improved multi-hazard early warning systems and risk knowledge (Outcome 1), Strengthened urban community readiness and local preparedness (Outcome 2), Improved urban sectoral preparedness and emergency response (Outcome 3), Strengthened urban risk governance systems for dealing with emerging climate extremes and emergencies (Outcome 4) and Improved knowledge and awareness on building urban climate resilience for extremes in Asia and the Pacific (Outcome 5). This five-year program has started its implementation in November 2018 and spans up until December 2023.

In the implementation of the activities in Viet Nam under Outcome 4, ADPC will hire a national technical consultant who will support in the program implementation. The Consultant will provide professional technical assistance throughout the work process, through the application of theoretical and practical technical skills in researching, collecting, analyzing and presenting program information while learning organizational rules, regulations and procedures to support the development, implementation and monitoring of the output results under outcome 4 of the URCE Program. In addition, the Consultant will be tasked to develop Assessments’ Formats, training modules and to facilitate trainings, workshops and meetings where deemed necessary and as specified in the tasks and deliverables.

Impact of Results:

The support provided by the Consultant will enable the ADPC program team to achieve the outputs under the Outcome 4 of the program. When done effectively, the achievement of the outcome results will contribute towards achieving the program goal: resilient communities in deltaic and coastal urban areas in the target countries.

Expected Outputs:

The consultant will be expected to submit the deliverables as per the schedule given in the Annex-1.

Working Principles:

The Consultant will work under the supervision and guidance of the Urban Resilience (URR) department director of ADPC and other Specialists/program staff involved in the project implementation to ensure the compliance with the responsibilities and tasks mentioned in the Annex-1.

In addition, the Consultant will also join the ADPC URCE Team in the conduct of a series of consultative meetings and follow up discussions (online or in-person) withsector stakeholders at city/provincial and national levels.

Qualifications:

A master’s or a Ph.D.’ degree in Urban Governance & Urban Planning, Physical Planning and should possess a minimum of 10-year practical experience in related fields including Urban Climate Resilience. Knowledge on disaster risk management, climate change mitigation and adaptation or related field/discipline will be an added advantage.

Oral and written proficiency in Vietnamese and English languages is required.

Duty Station: Hanoi, Viet Nam

Duration: 01 September 2022 to 31 January 2023

Itinerary: The Consultant will follow the ADPC travel policies and receive Daily Subsistence Allowance (per diem and accommodation as applicable) per ADPC rates during official missions. Travel itinerary will be approved by the URR Director of ADPC.

Condition of payment:

The consultant will be paid based on the approved budget allocation. The payment will be made into a given bank account number by the Consultant.
