Project title: “Technical Expertise and Implementation Support Services for the National School of Government” – South Africa.
Position: JNKE – to support the customization of the NSG Advanced Management Development Programme (AMDP) for the local sphere of Government.
Brief description of the assignment:** To review existing learning content related to the AMDP training programme and contextualise its content to the local sphere of government, so as to provide participants employed at municipalities and municipal entities with cutting edge skills, competencies and knowledge for employment in the areas of local government and to provide them with an opportunity for advancement into more senior management service positions in the broader public sector, in line with Integrated Management Development Programme (IMDP) model.
Requested services
This assignment will be completed over two phases as follows:
Phase One: Review and Contextualise the AMDP Training programmes, and related components, including the detailed design of the contents of each component, inclusive of resources and Post Course Assessments.
Phase Two: Appropriate application scenarios/cases and assessments.
The detailed tasks to be completed are as follows:
• Prepare a brief inception report on how the work will unfold after consultation with the Project Manager in the NSG.
• Research, conceptualise and agree on the course structure, related components/modules and learning to be achieved from the course and each of the relevant components and sessions.
• Detailed drafting of material for each of the course components, together with links to relevant readings and related videos.
• Development of session presentation material, including PowerPoint presentation and related guidance to facilitators and participants.
• Drafting of application exercises /scenarios for each of the component/modules and related assessments.
As a part of completing the above tasks, the experts will also be required to:
• Ensure the effective design of materials to support learning.
• Ensure the relevance of content to the envisioned outcome of the intervention.
• Ensure that all materials are gender-sensitive and inclusive of issues relating to race, class, disability, culture, context, and environment.
• Adhere to the NSG quality assurance standards.
• Where appropriate attend and participate in a select number of Project Team, Reference Team and Quality Assurance meetings.
• Work in a participatory manner with all team members; and
• Take overall responsibility for the coherence, consistency, balance and educational level of the materials and activities developed.
It is anticipated that the course will be delivered over 3 Blocks (5 Days per Block), over 15 days of face-to-face training sessions.
Required Outputs
Under this contract, the Contractor / Service Provider must achieve the following outputs/deliverables:
• A brief inception report on the implementation of the assignment (maximum of 4 pages) for the Programme.
• A general review of a proposed structure of learning content, together with a description of components and session focus and related learning objectives, aligned to existing learning outcomes of the AMDP (approximately ten pages).
• Written curriculum content for each component/module together with relevant links to appropriate reading material, multimedia materials and other freely available resources.
• Written material for the application of concepts in each component/module together with related Post Course Assessments and Tests.
Expert Profile
The following is the general profile deemed relevant for this assignment:
• A relevant university qualification or equivalent level of knowledge (A Master’s Degree is preferred).
• Professional institutional or policy experience in the area or related relevant fields of local government and the public sector.
• Experience in capacity development for public institutions or associated areas of education and training, as well as Council for Higher Education requirements.
• Strong demonstrable analytical and report writing ability.
Expert Knowledge
The Expert should ideally have some demonstrable knowledge of the following:
• Expert knowledge of leadership and management competencies within the local government context, as well as the public sector, and related materials.
• Relevant knowledge of the public sector and local government innovation and creativity in the use and management of resources.
• Knowledge of and experience in developing effective materials and activities for adult learning.
• Knowledge and familiarity with the contents of the AMDP will be an advantage.
