Job Title: Data Steward

Overview:

The Data Steward manages and maintains Mission data and data management systems, works with Mission staff and partners to use tools and templates appropriately, and manages data reporting tasks. Knowledge of database management systems is important. The Data Steward will also work with technical teams and partners to train them on best practices and integrate their data with Mission data management systems, so interpersonal skills are also important. They may also support the implementation of tasks and activities to develop in-country MECLA expertise as well.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Document Stand Operating Procedures for use of the Development Information System (DIS) and USAID/Guatemala. Manage and maintain Data Management System (DMS).
  • Train Alternate Contracting Officer’s Representative (A/CORs) and implementing partners (IPs) on proper use of Data Management Plans (DMPs), responsible use of data, safeguarding of sensitive data, ethical data use, and use of data standards.
  • Support A/CORs and IPs for data collection and reporting tasks.
  • Review DMPs and Activity Monitoring, Evaluation, and Learning Plans for compliance with data standards and policies.
  • Lead DMS and/or DIS implementation in the Mission and DMS improvement and adaptation (product owner role).
  • Update thematic database with datasets from public and private sources.
  • Coordinate with local data providers to collect data.
  • Develop a Community of Practice and build local capacity for developers.
  • Maintain and update the Guatemala Data Hub (a Google Site).
  • Support IPs in collection of Activity Location Data to submit to the Development Experience Clearinghouse/Development Data Library; support A/CORs to ensure compliance.
  • Develop, document, maintain, and adapt a data management system for USAID/Guatemala.
  • Develop a mission-wide ontology (“taxonomy”).
  • Publish and update Mission-specific data standards and Data Management Plan template.
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • At least 5 years of related experience in data analysis, metadata standards, database administration, quantitative research, and familiarity with multiple data formats.
  • Experience using data to support research efforts, strong levels of data literacy, and solid grounding in the principles of data validity and integrity.
  • Language Proficiency: Level IV English (reading, writing, speaking).
  • Fluent Spanish. Other Guatemalan language skills desired.
  • Oral and written fluency in English required, fluency in another language preferred.

Education: Bachelor’s degree (or foreign equivalent) in economics, international development, or a related
field plus equivalent experience.

Preferred Knowledge, Skills and Abilities:

  • Knowledge of statistical software, coding languages, and data management tools (ex: Python, R, JavaScript, HTML, CSS, Google Apps Script, SQL).
  • Experience with enterprise database management and knowledge of SQL (ex: PostgreSQL).

Working Environment: Location of Work (virtual, in Mission overseas, in LAC Bureau Office, other): Hybrid (Virtual with
TDY options.

Work is typically performed in an office environment. Currently the company is allowing for remote work due to COVID 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in the U.S.
