USAID – Mandresy

  1. CONTEXT

Humanity & Inclusion (HI) is an independent and impartial international aid organisation, working in situations of poverty, exclusion, conflict and disaster. Working alongside people with disabilities and other vulnerable groups, our action and testimony aim to meet their basic needs, improve their living conditions, and promote respect for their dignity and fundamental rights. HI currently implements projects in more than 50 countries around the world.

Humanity & Inclusion (HI) has been working in Madagascar for 35 years. Its operational strategy 2025-2027 targets several sectors of intervention including Mental Health and Psychosocial Support (MHPSS). HI has been working on this theme for several years through activities aimed at strengthening the community-based prevention and response strategy to make mental health a collective responsibility in order to improve the quality of life, well-being/positive mental health and the resilience capacity of people in psychosocial distress and/or psychosocial disabilities. HI also works to improve access to care, individual and group psychological support in prisons. In addition, HI has an MHPSS specialist based in Madagascar.

US Agency for International Development (USAID) plans to open a call for projects (full and open competition) for Madagascar and starting November 11, 2024. The name of this opportunity is Mandresy: ” This activity will strengthen the health and resilience of communities by increasing their capacity to cope with various stressors, such as climate change threats, insecurity, and the impacts of economic hardship. As a pilot activity, it will focus efforts on perinatal women, as they are considered more vulnerable to shocks and more exposed to mental health disorders. This initiative will explore the Psychosocial and Mental Health Support approach while addressing the mental health support needs of the community .”

HI has an agreement (letter of understanding) with a national NGO to develop and apply for this call for projects.

  1. DESCRIPTION OF THE REQUIRED SERVICE PROVISION

OBJECTIVE OF THE CONSULTATION

The objective of this mission is to develop a complete proposal that meets USAID requirements and is ready to be submitted within the deadlines set by the donor and in the language requested by USAID. This work will be done in close collaboration with the HI team based in Madagascar and Washington. The mission will be placed under the responsibility of the Technical Unit Manager (TUM) based in Antananarivo, in close collaboration with the SMSPS specialist in Madagascar (herself in contact with the global SMSPS specialist) and the various support (finance, human resources, logistics) and technical (MEAL, operational and Communication) departments concerned.

However, the consultant will be responsible for the quality of the complete proposal, both narratively and budgetarily, ensuring consistency of the proposed strategy, technical quality, compliance with HI’s mandate and USAID requirements.

EXPECTED RESULTS OF THE CONSULTANCY CONTRACT

  • Based on the contributions of the HI teams and the national partner, write the complete proposal, including the necessary annexes (Work Plan, Logical Framework, budget, etc.). HI will be responsible for coordinating and facilitating the brainstorming sessions as well as the pre-assessment of partners and the contractualization with them. The consultant is responsible for writing the project and its quality by bringing HI and the partners to provide the necessary elements to achieve this objective.
  • Review the proposal in collaboration with the HI team, via the HI focal point, on an ongoing basis.
  • Review the budget for the proposed action and report any inconsistencies with the narrative proposal.
  • Facilitate a final workshop with the HI team and the national partner to fully review the proposal and make any final requested adjustments.
  • Perform final quality and administrative check prior to submission by HI.
  1. CONSULTANT PROFILE

The consultant must have knowledge and proven experience in the following areas:

  • Demonstrated knowledge of USAID, its call and project submission procedures, its guidelines, the sections and type of content that make up a project;
  • Successful experiences in writing proposals for USAID;
  • Experience in developing, editing or evaluating projects/programs in the field of Mental Health and Psychosocial Support, Community Development would be an important plus;
  • Experience of the Malagasy context would be a plus (including national policies, stakeholders, sectoral developments, etc.);
  • Experience in disability rights and inclusion would be a plus

Working languages: English (to be confirmed according to the language of submission) and French.

  1. DURATION AND LOCATION OF THE MISSION

Start date: 20/11/2024 (to be confirmed according to the donor’s deadlines).

End date: 12/20/2024 (submission deadline not yet known, to be confirmed according to donor deadlines).

Location: Telework. No mission, neither in Madagascar nor in the field

  1. WORK SCHEDULE

The consultant will propose a timetable in his offer to effectively achieve the set objective.

  1. DELIVERABLES
  2. Complete proposal in English or French as requested by USAID, in accordance with USAID requirements and HI quality standards.
  3. Logical framework meeting USAID requirements.
  4. Annexes (including the work plan, budget, CVs and letters of commitment from the various parties, etc.).

The consultant will submit a financial offer including fees and other costs.

  • A list of previous similar consultancies with USAID specifying successes.
  • The consultant’s curriculum vitae.
  • References.

The financial & administrative offer must at least include:

  • A budget breakdown for the mission, including fees, etc.

Other administrative documents will be required after acceptance of the mission:

  • Proof that taxes have been paid.
  • Insurance certificate (civil liability).
  • Proof of payment of social security contributions by the service provider.
  • Declaration on honor (as specified in the kit) on compliance with certain articles of the Labor Code.
  • Certificate from the tax administration or equivalent.
