Utility Human Resource Specialist for USAID Non-Revenue Water Management Project At Tetra Tech

The USAID-funded Non-Revenue Water Management project, implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest from qualified candidates for a Utility Human Resource Specialist. This is a full-time position based in Hebron with frequent travel to Halhul and Dura.

The purpose of this activity is to improve Palestinians’ access to safe, reliable, sustainable, and climate resilient water services through: 1) the development and strengthening of the institutional capacity of the Hebron, Halhul, and Dura water utilities for sustainable, reliable, and climate-resilient water delivery service; 2) the implementation of strategic infrastructure works to support the objective of the activity; 3) the design and implementation of innovative solutions to expand the use of smart water management technologies for efficient, timely, and transparent water management; and 4) the design and implementation of innovative measures and public awareness campaigns to promote effective water governance at the utility and foster social behavioral change toward more efficient and responsible water use practices and trends.

The Utility Human Resource Specialist will report to the Institutional Support Advisor and will have the primary responsibility to support the revision/development of Organization Charts and hiring plans for the three water utilities. This is a full-time position based in Hebron with frequent travel to Halhul and Dura.

Responsibilities:

-Revise and/or develop the Organization Charts for the 3 water utilities to reflect utility optimal structure including vacancies that are required to meet the Service Delivery Improvement Plan (SDIP) requirements utilizing a co-design and co-implementation methodology.

· Support utility HR Managers in developing job descriptions for vacant positions and identify staffing needs.

· Develop a hiring plan for each utility, outlining the steps the water utility should take to identify, prioritize, attract, select and hire new employees

· Support the water utilities in developing and implementing effective recruitment strategies to attract top talents.

· Act as an adviser/observer for interviews, assess candidates and support the hiring process and review the job descriptions for filled positions.

· Support the three water utilities in developing, implementing and communicating HR polices and procedures.

· Ensure compliance with local employment laws and regulations.

· Integrate and ensure the principles of equal employment opportunity practices are followed during the hiring process to promote women employment in municipal water management positions and in utility leadership positions.

· Assist in the development of performance improvement plans as needed.

· Work with faculty supervisors to define and identify opportunities to support professional development initiatives for water utility employees.

· Use a participatory approach, experiential learning, and coaching to strengthen the capacity of partner water utilities.

· Act as a point of contact for water utility HR managers inquiries and concerns.

· Coordinate with the Training and Learning Specialist to implement the capacity building plans developed for each water utility.

· Develop and contribute to success stories and document lessons learned.

· Perform other tasks as defined by the Institutional Support Advisor.

Qualifications:

*Bachelor’s degree in human resources, Business Administration, or a related field.

* Minimum of eight (7) years of professional experience in Organization Development and HR polices in developing countries

* Proven experience as an HR Specialist, preferably in a utility in the West Bank and experience drafting HR policies and procedures.

* Strong knowledge of HR laws, regulations, and best practices

* Excellent interpersonal and communication skills

* Ability to handle confidential information with discretion.

* Detail-oriented with strong organization and multitasking abilities

* A demonstrated track record of progressively responsible experience providing leadership to donor projects with similar complexity.

* Proven leadership, organizational, and writing skills.

* Proficient in HRIS and MS Office Suite

* Professional fluency in Arabic and proficiency in English is required.
