Vacancy For The Post Of Programme Manager Strengthening Drug Demand Reduction Activities In Myanmar At The Colombo Plan

The Colombo Plan for Cooperative Economic and Social Development in Asia and Pacific, which has its headquarters in Colombo, Sri Lanka, is an inter-governmental organization with a membership of 28 countries in the Asia-Pacific and South America regions. CP is based on the partnership concept for self-help and mutual help in the development process with the focal areas being, human resource development and south-south cooperation. One of CP’s permanent programme is the Drug Advisory Programme (DAP) whom spearheaded drug demand and supply reduction solutions in the region since its inception in 1973. As part of DAP’s mandate to identify challenges, opportunities, priorities and needs at sub-regional and global level, stakeholders and focal point meetings are held regularly. This helps DAP establish and maintain constructive working relationships with its implementing partners including NGOs, government representatives, donors and other stakeholders.

Applications are invited from qualified and experienced international and local personnel for the above home-based post in Myanmar, which meets the required criteria: This hire position is contingent upon donor funding.

Purpose: The Programme Manager possesses an in-depth comprehension on the demand reduction, mobilization and monitoring of Outreach and Drop ln Center in different cultural contexts. He is also expected to develop proposals for possible funding for new projects and programmes. The Programme Manager should keep the DAP Director informed of programme related activities and to maintain close coordination with the programme staff as needed to accomplish programme goals and objectives. The Programme Manager will directly report to the Director-DAP.

Job Duties/Main Responsibilities

a. Liaises with Foreign missions, international Organizations and other specialized agencies on matters related to work.

b. Develop in-depth knowledge of assigned programme areas, including current issues and key resource people and organizations, and a clear understanding of how they fit into the organization and division interests.

c. Develop and maintains adequate resource files for assigned programme areas.

d. Collect, analyze and present data and information to develop new projects and programmes.

e. Develops proposals in the assigned programme areas and formulates recommendations for funding. Ensure that proposal summaries are coherent and accurate, and that all required information is provided.

f. Conductions site visits to grantees and potential grantees, and the consequent travel as an integral part of the position.

g. Oversee and control the expenditure of budgets and ensure cost-effective management of project and programmes.

h. Management of programme funds and preparation of programme budgets.

i. Prepare annual operational budget and oversee annual project/programme budgets as well as quarterly budget relocation for donor and non donor budget.

j. Maintain a general understanding of goals and programmes and activities of the division.

k. Undertaking activities relating to day today interpretation and communication of events, activities involving other divisional members and directors.

l. Recording, scheduling of events, meeting and briefing relating to division activities.

m. Review, proofread and edit documents prepared by the programme division.

n. Prepare computer generated documents, charts, statistics and graphs whenever necessary.

o. Assist in the monitoring, evaluation and implementation of projects and programmes.

p. Perform other duties as required by DAP Director.

Minimum Requirements

Education: An advanced university degree (Master’s degree or equivalent) in Social Science, Psychology, Social Work, Public Health and Development Studies is required. A first-level university degree in similar fields and in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience: A minimum of five years of professional work experience, including a minimum of three years of work experience directly related to international development, and/or institutional capacity strengthening in conflict states and/or a developing country.

Languages: For the post advertised, fluency in oral and written English is required

Other requirements

Advance financial management skills and a certification in Project Management is an added advantage
