HEKS/EPER, Swiss Church Aid, supports projects designed to combat hunger, poverty and injustice in over 30 countries on four continents. HEKS/EPER also provides worldwide humanitarian assistance for victims of natural disasters and armed conflicts and supports the Church’s diaconal work in Eastern Europe and the Middle East. In Switzerland, HEKS/EPER champions the rights and causes of refugees and socially disadvantaged people. Through its development and social policy work in the fields of climate justice, access to land and food, migration, and integration, HEKS/EPER strives for systemic change – globally and in Switzerland.

After twelve years of humanitarian crisis in Syria linked to the conflict, economic crisis, COVID 19 and cholera outbreak, the February 6th 2023 earthquake in Türkiye and Syria has added another unbearable layer of suffering for the population of Syria. By the end of 2022 15,3 million of individuals were already in need of humanitarian assistance in Syria and according to the most recent evaluations, 6,6 million have been affected by the earthquake in the country.

In this situation, our response capacity requires to be significantly increased to ensure the timely and qualitative implementation of the infrastructure regular and emergency programing. To do so we need a strong Infrastructure Coordinator, able to manage the program team and ensure the operational and qualitative aspects, programs planning as well as to ensure the representation, coordination and reporting.

Therefore, we are looking for a proactive and experienced:

Infrastructure Coordinator, Syria, 100%

Your main responsibilities:

Activity planning, implementation and quality

  • Design (or propose adjustments to) the Infrastructure, WASH and related projects and activities according to the identified needs and context evolution.
  • Follow-up the timely implementation and quality of the designed projects.
  • Ensure the intervention’s compliance with national standards as well as Sectors and Working Groups’ recommendations.

Representation, external coordination, reporting and development

  • Ensure the HEKS representation and contribution to the relevant clusters / sectors, INGOs coordination bodies.
  • Ensure maximum quality standards for internal and external reporting.
  • Support the Country Director in fundraising representation as well as donors relationship for program related aspects.
  • Develop qualitative project proposals.

Team management and capacity building

  • Manage the full program team (Implementation, Grant management, MEAL) including recruitment and career development.

Budget / Logistic planning and follow up

  • Follow-up on the financial aspects of the projects (FFU), analyze and propose solutions of reallocation if needed.
  • In collaboration with the Administration, Finance and Logistic teams ensure the full internal and external compliance of the program related activities.

To be successful you bring:

  • Fluent in English (speaking/reading/writing), knowledge of Arabic is an asset
  • Baccalaureate/University degree in civil engineering or related specialization.
  • Minimum 2 years of experience in a similar position (NGOs/UN Agency) at Coordination level.
  • Solid knowledge in infrastructure and WASH works.
  • Significant experience of project cycle management.
  • Good management capacities and team leadership spirit.
  • Good knowledge of the MS office software (including Word, Excel, Outlook)
