Background

COVID-19 Logistics Management Firm – The firm will support selected ADB developing member countries (DMCs) to strengthen logistics and delivery capacity of their COVID-19 vaccines across the supply chain. Specifically, three (3) to ten (10) DMCs will have capacity strengthened in importation, storage, cold chain, distribution, and/or delivery capabilities and plans for COVID-19 vaccines. The support will improve DMC delivery of future COVID-19 vaccines. The contract will be output-based (lump-sum) in nature, linked to the deliverables indicated.

Scope of Services
Logistics and management services will be delivered by a firm that will provide regular progress information to the ADB project officer. The firm will provide the following outputs:

  • Conduct assessments of supply chain design, logistics planning, and quality assurance systems, including:

a. Forecasting vaccine demand and projected supply at national and subnational levels
b. Mapping key roles and responsibilities needed for vaccine and ancillary products deployment; collect and confirm contact information for key personnel and facilities
c. Mapping the potential port(s) of entry, points of storage (stores), and fallback facilities in the country with their respective cold chain storage (2-8C, -20C, -60/70C) and transportation capacity for vaccines and ancillary products
d. Assessing storage and cold chain capacity at all levels with regards to the COVID-19 vaccines characteristics and fill the identified supply and logistics gaps

  • Provide TA to DMCs to meet demands and address challenges as they arise
    a. Placing logistics or supply chain experts in relevant ministries and/or organizations to ensure that DMCs have sufficient technical capacity to rapidly respond to emerging issues

-Support enhancement of vaccine logistics systems in select DMCs including:
a. Forecasting demand and quantifying needs
b. Strengthening cold chain systems
c. Strengthening systems to enable monitoring of vaccine supply chain from manufacturers to warehouse to delivery
d. Establishing/strengthening the national logistics working group with appropriate terms of reference and standard operating procedures to coordinate COVID-19 vaccines and ancillary products deployment
e. Updating vaccine stock management tools and operating procedures to reflect the characteristics of COVAX portfolio vaccines (i.e. vial size, VVM,…)
f. Establishing security arrangements to ensure the integrity of COVID-19 vaccines and ancillary products throughout the supply chain

-Collaborate with other firms hired under TA 9950 and external partners operating in selected DMCs to strengthen overall COVID-19 response and vaccine delivery

Location – West and Central Asia

About you

Qualification – Master’s Degree in public health, health management, epidemiology, medicine, hospital management, health policy, health systems, or related field.

Experience:

  • Must have at least 10 years’ experience managing and supporting vaccine supply chains in LMICs.
  • Experience to conduct gap analyses, provide guidance on how to strengthen vaccine supply chains, and produce regional best practice guidelines in selected Developing Member Countries (DMCs).
  • Experience to establish or strengthen systems of vaccine supply chain management to support real-time monitoring of vaccine supply and delivery.
