How can you make a difference? Key functions / responsibilities

The Health Coordinator will have primary responsibility for the development and implementation of the Venezuelan Red Cross health strategy (including water, sanitation and hygiene) as well as the quality of current and future health programs and services throughout the design, implementation, monitoring and evaluation phases. He/she will be required to strengthen the capacity of the National Society’s health unit and its affiliates and will provide technical support to project teams and, in particular, to Health Project Managers through a functional relationship.

He/she will be in charge of:

  • Provide technical support and advice to Venezuelan Red Cross teams to enable the development, implementation and management of effective programs within the focus area of ​​Health and Water, Sanitation and Hygiene.
  • Plan, implement, monitor, report and evaluate projects, including budget management.
  • Ensure project efficiency by avoiding waste of supplies, money and time.
  • Support capacity building in the programs/projects of the Venezuelan Red Cross within the focus area of ​​Health, Water, Sanitation and Hygiene.
  • Lead the development of the Health and Water, Sanitation and Hygiene strategy and contribute to the design of new relevant health interventions, based on the health needs identified in the country.
  • In coordination with the Health team, you will carry out epidemiological monitoring of the country and analyze strengths and weaknesses from a public health perspective.
  • Build relationships and networks within the Health focus area with key internal and external partners to share learnings and service improvements.
  • Participate in networks to articulate coordination, cooperation and collaboration agendas in areas of common interest, monitor and report progress.
  • Monitor the implementation of health and water, sanitation and hygiene activities at the national level, maintaining an overview of the financial aspects of the programme and taking corrective actions when necessary to ensure that programmes remain on track.
  • Produce regular, accurate and timely reports for the Venezuelan Red Cross management and donors according to their requirements.
  • Ensure optimal coordination and direct management of resources required for the effective and efficient implementation of emergency health and WASH operations.
  • Provide support for the recruitment of technical staff in the area.
  • Provide technical support in Health to program teams, particularly Health Program Managers, and ensure the quality and effectiveness of programs.
  • Maintain regular contact with Venezuelan Red Cross branches to ensure that all programmatic, educational, financial and reporting aspects related to health, water, sanitation and hygiene comply with established procedures.
  • Draft policies, agreements, regulations or plans that are defined and required by the National Government Board and/or the General Directorate, mainly related to Health, Water, Sanitation and Hygiene.
  • Coordinate the articulation of the knowledge processes of Health, Water, Sanitation and Hygiene by the National Society.
  • Design Key Management Indicators (KPI’s).
  • Review, control and supervise compliance with all policies, procedures, memoranda, protocols, guidelines and/or similar established by the organization, for the correct and safe development of the activities of the area and/or work team under your charge.
  • Perform other tasks of the position and those assigned by immediate superiors, based on the characteristics and special conditions of this profile, to provide a quality service that meets the objectives and goals of the organization.

Report

The Health Coordinator will report to the General Directorate.

Trips

Must be available to travel within the country.

Teams

It is highly desirable that you have sufficient equipment to perform your function remotely: laptop and/or computer, good Internet connection, among others.

Workplace

Caracas (Headquarters of the Venezuelan Red Cross).

To qualify as a builder of the Venezuelan humanitarian system you must meet the following requirements:

  • University degree in public health, medicine or other relevant health discipline. A specialization in health systems management, global health or related fields is desirable.
  • A minimum of five (5) years of progressive professional experience in health and water, sanitation and hygiene, particularly in emergency settings, is required, with demonstrable experience in health promotion, prevention and care programs.
  • Certification in project management or program management from the Project Management Institute (PMI) or similar is desirable.
  • Strong program management skills, including planning, activity tracking, financial management, monitoring and evaluation.
  • Proven ability to implement community, hospital and emergency health, water, sanitation and hygiene programs.
  • Proven ability to oversee management of pharmaceuticals, medical supplies, and nutrition products, and to review international products.
  • Knowledge of the regulations of the sector, both in Venezuela and internationally.
  • Strong skills in health and water, sanitation and hygiene information systems, including data collection, analysis and use of tools.
  • Strong analytical and writing skills, able to foster and maintain alliances.
  • Ability to train and mentor staff and volunteers, to provide technical support and capacity building.
  • Experience in facilitating organizational development processes is required.
  • Experience working with the Red Cross/Red Crescent Movement is desirable.
  • Oral and written fluency in Spanish and English is a requirement.
  • Excellent communication skills, ability to build relationships at all levels.
  • Ability to work independently and as a member of a team.
  • Ability and agreement to adhere to the Fundamental Principles of the Red Cross and Red Crescent.
  • Preferably work experience in emergency contexts with volunteer management.
  • Ability to maintain confidentiality.
