Humanity & Inclusion (HI) is an independent and impartial aid and development organisation with no religious or political affiliations operating in situations of poverty and exclusion, conflict and disaster. JOB CONTEXT :

HI is currently implementing several programmes in Tripoli, Misrata and Benghazi, supporting vulnerable persons and their families such as people with disabilities (including people living with mental health problems), people with chronic diseases, older persons, displaced persons and families, migrants and refugees. Activities include provision of comprehensive rehabilitation services including physical therapy and psychosocial support, provision of assistive & mobility devices as per needed; capacity building, technical support and donations of assistive devices and/or materials and equipment to health partners; training on inclusion principles to other humanitarian actors and health workers;

Since early 2019 HI is implementing a three-year project entitled ‘Action for Mental Health Assistance in Libya’ (AMAL) as part of wider initiatives to improve the access and quality of health care services in Libya. Implemented in partnership with the Libyan Ministry of Health and a Tunisian NGO, the overall objective of the project is to allow the most vulnerable people in Libya from host communities, those internally displaced and returnees and migrants, suffering from mental health disorders/psychosocial disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary and tertiary level.

From July 2020, HI also started a one-year project in partnership with UNDP, which aims to enhance the development of a culture of peace, cooperation and responsibility – with a focus on youth (male and female) – through improved provision of MHPSS services at community level. This project will strongly rely on Libyan Civil Society Organisations.

HI is also involved in Humanitarian Mine Action (HMA) activities, Given the recent events and increase in EO related accidents, HI also seeks to resume quickly EORE activities in greater Tripoli and has developed several proposals in this regard. HI also intends, in the near future, to further develop its intervention towards supporting the Libyan Mine Action Centre (LibMAC), UNMAS and other ministries in their efforts to develop a victim assistance public policy.

The post holder will be expected to spend most of his / her time in Libya, based in Tripoli with possible travel to other operational bases in Misrata and Benghazi, along with other international staff, with up to 30% of time in Tunisia for coordination with partners and regional team. However, access to the country can be impaired time to time by security problems, administrative matters (visas, authorisations) and specific restriction in relation with COVID-19 pandemic.

Building on its ongoing intervention across several victim assistance pillars, and in line with the Victim Assistance Roadmap for Libya (designed by UNMAS), HI is in process of launching two victim assistance data collection projects in Libya aiming at improving assistance to EO victims in Libya, with ground pilot activities in Tripoli and surroundings, as well as cross-cutting ones with an anticipated nation-wide impact:

-1 multi-phase project aiming at developing, facilitating and monitoring field casualty and victim data collection and case management among stakeholders, with the first phase to be funded by the CDCS (French Ministry of Foreign Affairs, upon confirmation of availability of funding);

-1 project funded by the Norway Ministry of Foreign Affairs, aiming at :

· Gaining greater understanding and improving awareness on the availability of services adapted to the needs of people critically injured by EO, survivors and other persons with disabilities, their families and affected communities, in order to reduce informational barriers to access them ;

· Raising awareness on the situation of people critically injured by EO, survivors people with disabilities and people otherwise impacted by the conflict in Libya, in order to promote inclusive humanitarian assistance and response to their needs.

YOUR MISSION:

Reporting to the Operations Manager Libya, and in strong link with the Technical Specialists, the Project Manager contributes to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion in the country where he/she is based. He/she ensures optimal quality and impact of the projects implemented in the country by means of a delegation system with appropriate control mechanisms. With all HI managers, and through paradigm changes, he/she shares responsibility for the sound management and effective functioning of the global organisation,

He/she will be responsible for the following:

RESPONSIBILITY 1 : MANAGEMENT

-You set individual objectives, evaluates individual performance, contributes towards the professional & career development of his/her team members, monitors competences

-You organize and lead regular team meetings

-You manage the recruitment and selection of new team members

-You ensure strict application and respect of the programme’s Internal Regulations by the project team

RESPONSIBILITY 2 : EXPERTISE

-You provide the technical expertise for your project

-You help to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division

-You manage relationships with technical authorities, local partners or other stakeholders

RESPONSIBILITY 3 : IMPLEMENTATION & MONITORING

-You ensure project implementation, in collaboration with the relevant services and in line with general standards and procedures

-You ensure project data management

-You ensure project reporting

-You prepare and steer project evaluation and capitalization

RESPONSIBILITY 4 : INFLUENCE & COMMUNICATION

-You contribute to HI’s external influence by participating in relevant networks

-You communicate on the project to partners, authorities and stakeholders when relevant

RESPONSIBILITY 5 : STRATEGY & BUSINESS DEVELOPMENT

-You contribute to programme or country operational strategy

-You draft new project proposals for the continuity or expansion of the project

-You contribute to the drafting of new proposals for new opportunities

YOUR PROFILE :

· You hold a bachelor degree in VA-related field

· You have at least 4 years of experience in emergency/humanitarian crisis or developing countries

· You have at least 2 years of relevant working experience in Victim Assistance and disability issues in Libya or similar contexts

· You have previous coordination experience with governmental structures, healthcare facilities, local authorities, the UN and INGOs

· You have previous experience in information management and design of questionnaires

· You understand relevant IMAS

· You demonstrate strong communication and writing skills

· You are autonomous and able to work under pressure. You have experience of working in insecure and hardship environments

· You speak and write English

o Medical coverage with 50% of employee contribution **

o Repatriation insurance paid by HI**

· Salary from 2448 € gross/month upon experience

· Perdiem : 14,45€ net/day when in Tunisia

23,12€ net/day when in Libya – paid in the field

· Hardship : 500 € net/month provided when you are present in Libya at least 16 calendar days per month

· Paid leaves : 25 days per year;

· R&R : 1 day per month when in Tunisia and 1 days for 8 days spent inside Libya

· Unaccompanied position

· Collective Housing taken in charge by HI
