1 PROJECT BACKGROUND
Since 2017 horizont3000, in partnership with The Agency for Accelerated Regional Development (AFARD) and Palm Corps , have been implementing the “Secure Livelihoods for South Sudanese Refugees and Host Communities in West Nile region” project in three phases. The current and third phase represents the final consolidation phase of an endeavor to support South Sudanese refugees and host communities in northern Uganda in their effort for a secure livelihood and is implemented in Yumbe and Terego, in West Nile Uganda.
The project aims to promote sustainable development in both refugee and host communities by strengthening the capacity of local farmer institutions and partner organisations (AFARD and PALM Corps) to sustain results and replicate best practices. It seeks to foster gender equality and peaceful coexistence through shared conservation and promotion of natural resources, while addressing key gender-related and environmental goals. Additionally, the project supports the establishment of profitable and sustainable income-generating activities (IGAs) for farmers, with a focus on improving livelihoods through both on-farm and off-farm ventures. Together, these interventions aim to build resilience, economic opportunities, and social cohesion in the region.
II OBJECTIVES AND AUDIENCE
The primary objective of the videos is to capture and communicate the “lessons learned” and “success stories” from the project, as it approaches its conclusion. These video documentaries aim to highlight the project’s sustainability and replicability by showcasing its impact, the underlying project logic, and the results achieved. By focusing on individual beneficiary stories, the videos will provide relatable, human-centered insights into the transformative outcomes of the project.
Two short video documentations will be produced, one for each partner organisation, meaning one for AFARD and one for PALM Corps. The video production team will work closely with the team from the respective partner organisations and horizont3000.
The target audience for the video documentation includes:
- Donors and Funding Partners: To demonstrate accountability, impact, and the value of their contributions while inspiring continued support for similar initiatives.
- Local and Regional Stakeholders: To encourage collaboration and replication of successful approaches in other communities.
- Young People: As a key audience in the region, the videos aim to inspire and mobilize youth, highlighting their development potential and the opportunities created through the project.
- Policy Makers and Development Practitioners: To inform strategies and encourage the adoption of proven methods for fostering sustainable development.
- The General Public: To raise awareness and promote the importance of addressing the needs of marginalised groups in development efforts.
By leveraging the engaging and accessible medium of video, the documentaries will serve as powerful tools to share the project’s journey and achievements with diverse audiences, ensuring its impact resonates beyond its initial scope.
III REQUESTED OUTPUT AND CONTENT
horizont3000 requests a quotation for a 4-5 min video documentation and a print A4 landscape catalogue on the subject of stories of change, more explicitly:
One video documentation and catalogue booklet (8 pages) will be produced for the partner organisation AFARD, one for the partner organisation PALM Corps.
The exact content of the documentary will be discussed in detail with the respective partner organisation, but should include the following features:
- Part I: Brief general introduction of the project, funders and the implementing partners
- Part II: Situation before the project began aligning with the baseline data
- Part III: The specific actions/initiative the project implemented to address issues/challenges
- Part IV: Changes/Impact: How the project activities have helped the respondents to improve ways of developing themselves or carrying out their activities. This could be shown through interviews or stories of success with keen attention to the timelines of the events.
- Part V: Learning & Sustainability: How the knowledge/skills/experience gained will help the participants, staff or other stakeholders to continue the work after the project ends
- Part VI: Conclusion- gratitude to the donor, staff, government, communities, etc., and recommending the project to others
The video production should include:
- The audio recording in English.
- Subtitles in English and lower thirds outlining identity (names etc.) of each speaker
- An approved script of the stories
- A written summary of the stories
The development of the video concept should be closely coordinated with horizont3000, AFARD and PALM Corps. horizont3000 also foresees to schedule regular feedback loops during the overall process.
IV TIME SCHEDULE
The deadline for submitting the first video draft is February 6th, 2025.
The deadline for submitting final video documentation draft is February 28th, 2025.
V BUDGET
The maximum available budget for the video documentation is EUR 3.400 € per video. You can either apply for the production of both videos (one per partner, amounting to EUR 3.400 € each) or one video only.
The fee should be indicated in Euro (lump sum) and must include all costs related to the assignment such as the fees, communication, travel and office related costs as well as taxes.
Payment of the fee will be made in two tranches:
- 60% at signing of the contract
- 40% after approval of the final video documentation

Your offer should include min. the following:
- A cover letter including the description of your company and team (max 2 pages),
- List of references of similar videos (with links) and contact details of a client
- Proposed structure / content of the video documentation (max. 2 pages)
- Budget in EUR, indicating a price per video minute (3.400 € per video maximum including all fees and taxes)
- Estimated time schedule.
The placement of the order is subject to the approval of the main donor.
Applicants who meet the criteria shall be notified for the next steps, including an inception meeting (physical or online), contract signing among others, before the onset of their engagement.
