The Norwegian Refugee Council (NRC) is an international non-governmental organisation based in Oslo, Norway that works in over 40 countries providing humanitarian assistance to the most vulnerable populations. NRC has been responding to the growing internal and external displacement in Central America and Mexico since 2015, focusing on the protection crisis and integrating legal aid, education, shelter and infrastructure, water and sanitation, and livelihoods interventions.

NRC is an organization with a high international reputation in humanitarian assistance and has been working in Latin America for more than 30 years, leading humanitarian action in many of the countries where it operates.

In Mexico, NRC has been collaborating with local partners since 2019 and is now expanding its reach, starting activities through direct implementation in the States of Veracruz, Coahuila and Mexico City, with more than 20 collaborators hired by NRC in Mexico, providing assistance to displaced people in the intervention areas in the country.

1. Objective

A rewarding opportunity to join our team at NRC Mexico, we are seeking a Violence Protection Officer to efficiently and technically lead the execution of NRC Protection projects in the Mexico City office, specifically protection monitoring, case management, delivery of individual protection assistance, protection advocacy, and other project activities that contribute to mitigating the consequences of violence.

2. Main Responsibilities

  1. Plan, implement and monitor the activities of the violence protection program.
  2. Implement the case management and individualized protection assistance program, ensuring the quality of services, monitoring, data protection of persons of interest and NRC principles.
  3. Ensure follow-up of cases registered by NRC, guaranteeing safe referrals and carrying out the registration process on the corresponding platforms according to operational procedures.
  4. Contribute to the construction and updating of the mapping of protection actors in the intervention area to strengthen the safe referral system with key actors for the delivery of complementary specialized services.
  5. Participate in relevant coordination forums and maintain constructive relationships with other actors working towards the protection of persons of concern in the context of intervention.
  6. Implement protection monitoring tools and conduct analysis to adapt the protection against violence response in the context of the intervention. Provide quality control and oversight of the data being collected and identify and address errors in data collection or entry.
  7. Under the coordination of the Program Manager, consolidate quantitative and qualitative information derived from protection monitoring and other meetings for the preparation of narrative reports (monthly, quarterly, etc.) on the implementation status of the projects under his/her responsibility.
  8. Provide inputs for the design of protection advocacy strategies that contribute to mitigating violence.
  9. Collect and provide analysis on the local context situation, needs and response to the population of interest in their geographic areas of intervention, as well as support mechanisms.
  10. Ensure internal coordination with other NRC areas in Mexico, seeking complementarity and synergies to address cases based on the needs of people on the move.
  11. Ensure coordination with the administrative area of ​​the Office regarding purchasing and contracting processes related to the implementation of Protection against Violence projects and activities, according to NRC standard operating procedures.
  12. Identify and participate in coordination initiatives with other actors working with NRC’s population of interest in the area.
  13. Support the development of strategic and operational plans for NRC’s work in Mexico by providing key information on the work areas.
  14. Support for financial monitoring, preparation and monitoring of purchasing processes of the competition in Mexico City.
  15. Others assigned by the supervisor in the fulfillment of the objective of the position.

3. Professional Competencies

  • Professional University degree in Law, Social Sciences, Psychology, Social Work or related fields.
  • Minimum of three (3) years of work experience in similar positions, preferably in the humanitarian field.
  • Previous experience in protection monitoring, case management, protection advocacy, coordination with other humanitarian actors, budget management.
  • Knowledge of the context and the political and social situation in Mexico and specifically in Mexico City can be considered an advantage.
  • Knowledge of human rights, international humanitarian law, international refugee law and the Guiding Principles on Internal Displacement.
  • Skills to work independently and have the capacity for innovation.
  • Ability to establish interpersonal relationships and reach agreements with different actors.
  • Excellent writing and handling of data and information.
  • Skills to develop work under pressure.
  • Previous experience working in complex and volatile contexts.
  • Knowledge and/or experience in issues related to forced displacement, humanitarian assistance and protection.
  • Documented results related to job responsibilities.
  • Mastery of the office package.
  • Ability to cope with change
  • Experience in using MS Office (Word, Excel, Power Point)
  • Excellent oral and written expression skills.
