Established in 1951, IOM is a Related Organization of the United Nations, and as the
leading UN agency in the field of migration, works closely with governmental,
intergovernmental and non-governmental partners. IOM is dedicated to promoting humane
and orderly migration for the benefit of all. It does so by providing services and advice to
governments and migrants.
The Northern Central American countries (NCAC) present structural socioeconomic
conditions that have historically driven the irregular migration of millions of young people.
Thousands of them return year after year. Upon return to their communities, young people
face difficulties and gaps in achieving sustainable reintegration. Women and girls, young
people from the LGBTIQ+ community, for example, face various forms of violence that
violate their rights and prevent their full participation in society and the full development of
their potential as human beings.
To provide an adequate response, the project “Empowering Women and Girls affected by
Irregular Migration and Forced Displacement in El Salvador, Guatemala and Honduras”
seeks to contribute to the prevention of different types of violence, particularly gender based violence, faced by youths, women and girls on the move, young people, especially women and girls at risk of irregular migration and women, girls and young returned migrants through participation initiatives, empowerment, and capacity building on issues of social cohesion, gender, psychosocial care, reintegration, among others.
All this will be done in close partnership with the relevant government institutions and local
and/or return communities that will promote the strengthening of community resilience, youth coexistence, and regulatory frameworks for the approach and awareness to prevent violence and address the most urgent and high-impact requirements of the governments of El Salvador, Guatemala and Honduras to reduce the drivers of high-risk migration and forced displacement and facilitate return, reintegration or international protection to women and girls with an integrated humanitarian-development perspective.

The projects will be implemented through information and training activities, the establishment of artistic and cultural spaces and spaces for participation and self-help, with a focus on rights, gender, youth and interculturality.
Within the framework of these projects, IOM will seek to promote activities to address and strengthen psychosocial care for young people or migrant women who have had a migration experience or who have been survivors of GBV and sexual abuse. IOM will focus on reintegration at the individual level with the objective of “strengthening the capacity of individuals to succeed in their reintegration and the capacity of families and communities to contribute to that success”.
The National Project Officer will be responsible of coordinating the implementation of the project, in Guatemala, of the project Empowering Women and Girls Affected by Irregular Migration and Forced Displacement in El Salvador, Guatemala and Honduras, funded by the Government of Canada.

Core Functions / Responsibilities:

  1. Plan, coordinate, implement, monitor, and evaluate all projects activities in Guatemala, in coordination with the project staff in El Salvador, Guatemala and Honduras, in accordance with the work plans, the courses of action established in the project documents and in strict coordination with the Sub Regional Project Coordinator of the Canadian funded project.
  2. Conjointly with national project focal points from UNHCR and the Canadian Embassy, engage national authorities in direct dialogue to support the implementation of the project.
  3. Conjointly with national project focal points engage and maintain direct dialogue with the Canadian Embassy in Guatemala, UNHCR project country focal points, non-Governmental partners involved in providing support to the implementation of the project. In particular, the National Project Officer will be responsible of coordinating and act as the Secretariat of the Project Committee, to be established together with UNHCR and the Canadian Embassy, and which will be responsible of ensuring the coherence and coordination of the overall programme, as well as of providing political and technical guidance for its implementation.
  4. Monitor the operations of the implementing partners to ensure proper implementation and reporting of activities and financial matters.
  5. Provide technical inputs to working documents, studies, and technical reports as required in the framework of project activities on the topics of migration, protection and reintegration with a gender approach.
  6. In collaboration with national project focal points produce, consolidate and assist in the collection of inputs for narrative and financial reports as required.

  7. In collaboration with financial unit elaborate financial reports, as well as needed updates and other requests of information.
  8. Work in close coordination with Resource Management Officers and with the Sub Regional Project Coordinator of the project to monitor the expenditure rate of the projects and monitor the use of the budget
  9. Plan and implement capacity-building and awareness-raising processes for authorities, civil society organizations, IOM staff, and other stakeholders, as part of the supporting actions foreseen in the project.
  10. Promote and facilitate the inclusion of a rights-based approach, gender-based and child protection approach in all of the strategic, programmatic and operational documents and activities of the project.
  11. Conjointly with local governments and civil society organizations to promote the establishment and development of local mechanisms for dialogue and gender and youth empowerment and participation aimed at promoting sustainable reintegration and psychosocial self and peer-to-peer care.
  12. Sensitize and strengthen the capacities of relevant governments to mainstream gender in their policies, strategies and interventions, including through the strengthening of their capacities to provide services and programs for the assistance and protection of women and girls and especially GBV survivors.
  13. Strengthen the Governments and civil society organizations capacities to collect, analyse and use gender data on migrants and internal displaced people
  14. Support local institutions and community-based organizations to improve their capacities to provide services and programs for the assistance and protection of women and girls, especially GBV survivors.
  15. Contribute to knowledge management processes as well as the organization and maintenance of files.
  16. Undertake regular duty travel related to project implementation, monitoring, assessments, and evaluation.
  17. Perform such other duties as may be assigned.

    Required Qualifications and Experience
    Education

    • Master’s degree in International Affairs, Political Science, Law, Human Rights, Development Studies or a related field from an accredited academic institution ; or • University degree in the above fields with two years of relevant professional experience.

    Experience

    • Relevant experience in local projects related to migration, policy development and implementation of social projects.
    • Experience in liaising with governmental authorities, other national and international institutions, and NGOs.
    • Experience in the areas of social and humanitarian work or working with international cooperation and international humanitarian organizations will be an advantage.

    Skills

    • General studies on migration and gender will be an advantage.
    • Preparation of project proposals and project management.
    • Good handling of data processing programs, Excel, Access, Word, Power Point as well as other programs from the Office package and other systems.

    Languages

    Fluency in Spanish and English (oral and written)
