Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and nongovernmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: The United Nations established a Network on Migration (Network) to ensure effective, timely and coordinated system-wide support to Member States to implement, follow-up and review the Global Compact for Safe, Orderly and Regular Migration (GCM). The Network consists of members of the UN system for whom migration is of relevance. The Network operates with IOM as the Coordinator, and an Executive Committee (EC) which provides overall guidance and sets strategic priorities. The Network’s Executive Committee members are ILO, IOM, OHCHR, UN DESA, UNDP, UNHCR, UNICEF and UNODC and WHO. A Network Secretariat has been established to support the work, under the overall authority of the Director General of IOM, who serves as the Network Coordinator. The Secretariat is responsible for servicing the work of the Network and is based in IOM Headquarters (HQ) in Geneva. The European Commission (DG INTPA) has decided to support IOM in its capacity of Coordinator of the Network, in particular in the roll-out of the strategic deliverables of its workplan which including enhancing capacity building efforts for GCM implementation, follow up and review in countries and regions and, supporting a Knowledge Platform and a Connection Hub. Through the EU-UN Migration Capacity Building Programme, the Network will provide joined-up capacity building support to three GCM champion countries.

Under the overall supervision of the Chief of Mission and the direct supervision of the Project Manager (UN Network on Migration), in coordination with relevant Units at country level, RO and HQ, the successful candidate will be responsible for the following functions, under the EU-UN Migration Capacity Building Programme in El Salvador. Core Functions / Responsibilities:

• Provide technical support to the Project Manager for the effective implementation and development of the EU-UN Migration Capacity Building Programme, in strong coordination and partnership with the Network at the Geneva level, and the Resident Coordinator Office (RCO).

• Provide technical support to the Project Manager related to secretariat duties for the country Network in El Salvador, such as: coordination, organization and participation in Network meetings, workshops and seminars, promoting synergies and coordination with relevant regional Network structures, including in the preparations for the International Migration Review Forum (IMRF) and subsequent regional reviews, in strong coordination and partnership with the Network at the Geneva level.

• Assist the Project Manager, in the technical liaison with relevant counterparts; as well as participate in interagency coordination activities related to the Global Compact on Migration and EU-UN Migration Capacity Building Programme.

• Provide technical support to the Project Manager for the effective implementation and follow-up of the United Nations Sustainable Development Cooperation Framework (UNSDCF), and review of the Common Country Analysis, in strong coordination and partnership with the RCO.

• Provide technical support for the implementation of the Programme activities in accordance with IOM regulations and Programme Workplan, among others, organizing and coordinating strategic meetings, official visits, conferences, workshops and events with EU delegation, UN partners, international community, mapping and consultations of relevant government and non-government actors, relevant stakeholders, conducting needs assessments, etc.

• Assist the Project Manager in liaising with Resource Management, Unit Coordinators, and other Programme Managers in the office to improve streamlining between different programmes, finance and procurement activities, keeping up to date the financial and budgetary monitoring tools necessary for decision making at Programme level.

• Support in the drafting, development, submission and monitoring of regular and situational reports (e.g. interim reports to IOM/donor), communication material for internal and external use produced in the framework of the EU-UN Migration Capacity Building Programme. Ensure that reports and its corresponding annexes are up-to-date and verify data contained in the documents prior external information sharing.

• Contribute on maintaining and managing effective relationships with the donor and relevant stakeholders, such as key national government counterparts, implementing partners, civil society groups, UN agencies, national and international organizations, and existing private sector networks.

• In the absence of the Project Manager, represent the project in internal Programme coordination meetings. • Ensure IOM data protection and confidentiality policies are maintained at all times and the integrity of virtual library and hard copy filing system preserved at all times.

• Assist in preparing and keep tracking of business correspondence, executive reports, meeting minutes and translating or interpreting when required. Support the Administrative staff regarding technical and logistics processes, in relation to the EU-UN Migration Capacity Building Programme.

• Undertake other duties that may be assigned which are commensurate to the position.

Required Qualifications and Experience

Education and Experience

• Master’s degree in international law, international development or relevant field or equivalent combination of related education and experience is required.

• Education in international migration is an advantage

• Experience in international law, migration law and logistic.

• Proficient in computer applications.

• Experience working with international cooperation and international humanitarian organizations, an advantage.

• Experience in drafting international technical reports on migration is an asset. Skills
