You will contribute to ending world hunger by…
Lead the mission’s WASH strategy in a coordinated manner with the country strategy, ensuring the quality of the programs, guaranteeing technical assistance to the mission team and local counterparts, and representing Action Against Hunger in external areas of technical coordination such as donors, technical/sectoral working groups, local and national authorities, among others.
The main activities you will perform are the following:
- Objective 1: Ensure strategic leadership for program design and technical support for implementation.
- Provide leadership and technical support to the WASH team to develop a solid understanding of the needs of beneficiaries or vulnerable groups.
- Study, monitor and report regularly on the WASH situation of vulnerable populations based on external (donors, government entities, multilateral agencies and other NGOs) and internal sources.
- In coordination with other technical sectors, lead the technical design and development from the WASH component of donor proposals and intervention planning.
- Systematize the Mission’s progress in WASH: number of beneficiaries, intervention sites, program results and other indicators in internal and donor reports.
- Incorporate feedback and lessons learned into program redefinition or adaptation.
- Contribute to the development of multi-sectoral intervention projects and approaches in the context of the country strategy in coordination with other sectors/technical areas, as well as with the cross-cutting approaches to Gender and Protection.
- Objective 2: Capacity development and contribution to quality standards
- Prepare, review, adapt and validate job descriptions for WASH team members in coordination with Human Resources.
- Participate in the recruitment and selection process of the WASH team in coordination with Human Resources.
- Ensure technical induction of the WASH team.
- Promote and lead the use of technological tools for the WASH sector and digital transformation in its area in coordination with MEAL.
- Propose or validate training topics and content for WASH teams.
- Conduct capacity development needs assessment of local partners/counterparts.
- Organize and coordinate technical meetings with ACH WASH teams and local partners/counterparts.
- Promote AAH’s mandate, strategy, procedures and internal standards within the H&N team
- Develop guidelines and tools for key interventions that ensure ACH standards, core humanitarian principles, SPHERE standards and any other relevant international standards are met throughout the project cycle.
- Uphold humanitarian principles and ACH principles at all stages of S&N programming and provide pragmatic guidance to the H&N team on this matter.
- Objective 3: Project cycle
- Participate in the formulation of projects from the WASH component.
- Provide technical assistance and technical validation of the implementation of WASH activities.
- Participate in the development, coordination of implementation and monitoring of baseline studies of WASH projects or components.
- Provide strategic and technical advice to implementation teams to devise creative solutions for the delivery and monitoring of WASH services in both accessible and inaccessible areas.
- Identify opportunities for action-based research to improve WASH programming, pilot innovation projects and seek collaboration with appropriate institutions.
- Work closely with the MEAL team to enhance accountability, ensure feedback and lessons learned are integrated into program adaptation, design technical methodologies to effectively monitor and evaluate the WASH program.
- Provide technical assistance and technical validation of the implementation of WASH activities.
- Prepare terms of reference (TOR), coordinate and follow up on evaluations (internal or external) of projects from the WASH component.
- Review and capitalize on evaluation recommendations for feedback in formulating new proposals.
- Provide technical advice to Health and Nutrition, Food Security and Livelihoods in common areas of intervention such as hygiene promotion, nutrition and food security and construction of health, educational and other facilities.
- Lead WASH components of monthly situation reporting, 5Ws Clusters, reviewing internal and external reports including donor reports.
- Objective 4: External relations and coordination
- Develop and maintain technical level relationships with key external actors in the WASH field, such as donors, humanitarian teams, authorities, local and international organizations.
- Participate in meetings and technical forums such as clusters and sector specialists.
- Coordinate, supervise and maintain relationships with counterparties or subcontracted entities.
- Identify and maintain spaces that facilitate the exchange of information and experiences of ACH with other organizations on WASH issues.
- Document lessons learned, best practices and case studies that provide in-depth technical information, programmatic approaches and contribute to learning in the sector.
- Ensure the projection of the area through knowledge management at an internal level and external influence.
- Identify opportunities for partnerships with other stakeholders (NGOs, governments, agencies, etc.).
- Support the Country Director and Deputy Country Director in institutional representation, when required.
- Objective 5: Coordination with mission support areas.
- Coordinate with support areas (Finance, Logistics and Human Resources) support for WASH interventions.
- Contribute to the implementation of logistical procedures for procurement, purchasing, transportation and mobilization.
- Participate in the preparation of technical budgets for your sector.
- Objective 6: Security management
- Comply with the mission security plan and ensure compliance with the plan by the team under your command.
- Perform security management tasks that may be assigned in your protocols.
- Communicate any information related to safety or non-compliance with the safety plan to workplace safety managers.
Does this description fit you?
- University education in Engineering or similar, preferably in civil engineering and hydrology (not limited). Solid knowledge of construction, environment, geology, water and sanitation.
- Specific technical knowledge in: Project management cycle. Experience in strategic planning and proposal formulation. Planning and implementation of interventions in the WASH area. Development of civil works. Geo-referencing systems. Management of water for human consumption. Knowledge of environmental, civil and material regulations.
- Previous experience of at least 3 years in the humanitarian sector.
- Languages: Spanish: essential and English: intermediate, desirable
