JOB summary
To ensure timely completion of all WASH related infrastructure/ Rehabilitations with quality, attend all WASH related meetings in the district/ Agency / field level and updating the concerned in the context, make work plan and identify measures for improvement, ensure quality in each aspect of work done by keeping record and maintaining discipline, prepare project technical information, drawings, specifications and BOQs as required, ensure accurate record keeping, construction inspections, quality audits and records of actual quantities maintained, drawings are kept up to date and variations and addendums are issued correctly. Plan and oversee the Hygiene awareness campaign.
KEY RESPONSIBILITIES AND DUTIES
- Developing guidelines of implementation as per Sphere Standards and project requirements to implement the WASH interventions of the project at the field level and to achieve the target as per set indicators.
- Designing and development of integrated workplan of WASH components including Planning, monitoring, and execution of installation, reconstruction, and rehabilitation activities.
- Keep himself/herself up-to-date on sectorial working groups, WASH cluster, PRRD/MRRD and local authorities, news channels, reports, recommendations, requirements, etc.
- To design and develop verification tools and formats in accordance with the project document.
- Technical and social feasibility formation, site identification and selection, designing the WASH infrastructures, formation of Bill of Quantities in the supervision of project coordinator.
- Train and instruct relevant WASH staff on contents and methods of hygiene promotion campaigns, techniques of dissemination of good hygiene behaviour, and best practices of domestic water use and sanitation.
- Designing and developing contextualized IEC (Information, Education, and Communication) materials for WASH in both international and local languages.
- Planning and executing pre- and post-water quality testing to ensure that the water meets the required standards and is fit for consumption.
- Planning and training the Water Source Management Committee in alignment with the project design.
- Preparing and sharing the 5W matrix, progress snapshots, and bi-weekly monitoring sheets of WASH with clusters, line departments, and other relevant stakeholders, ensuring CESVI’s presence on all applicable platforms.
- Suggest most relevant sites as per Project application mandate an taking technical approval from PRRD/MRRD.
- Linking WASH Intervention with other program activities and create synergies and impact
- Identification and hiring of the construction teams and labour while working in close collaboration procurement/supply chain department.
- With the support of field team, provide realistic rehabilitation estimates, designs and work plans and ensure full cooperation with admin team to fulfil the desired progress within the stipulated time.
- Planning and conducting the baseline of WASH interventions in the project targeted areas
- Ensure Pre, during and post Rehabilitation records and pictures.
- Overall supervision and technical support of WASH related activities
- Technical monitoring of the WASH activities with reports generation on regular basis
- Provides training and counselling, as needed
- Assures that proper safety standards and precautions are followed.
- Prepares and maintains records for weekly and monthly reports.
- Recommends purchase of specialized equipment required for implementation of the WASH activities.
- Ensuring projects run smoothly and completion within budget and on time.
- Identify, Analyse and resolve all technical issues in all files, projects and ensure efficient interpretation of all design drawings and maintain all Quality Control procedures and safety in projects.
- Prioritize Inclusion in all WASH field work and prepare all hardware WASH with accessibility to person with disability and older age.
- Coordinate with survey team and prepare work schedule as per WASH project to ensure compliance with project specifications.
- Analyse and prepare plans for material requisitions.
- Document all civil field activities and perform regular inspection to check progress of undergoing works.
- Perform quality assurance inspection to verify the work is performed in compliance with the plans and specifications.
- Processing daily project documentation and construction observations.
- Preparing correspondence to the Contractor and donor agency.
- Preparing weekly project status updates
- Performing other duties as required by the work and assigned by the Project Coordinator.
- Prepare a final report on the activities under his/her responsibilities, including notes on methodology, tools, target groups, achievements, lessons learned, guidelines, impact evaluation, and Case studies.
JOB REQUIREMENTS
Knowledge, Skills and Qualifications (Bullet Points)
- BSC-Civil Engineering
- Knowledge and expertise in Water, Sanitation, and Hygiene Promotion of WASH Intervention & practices, materials, methods and processes used in the construction with in-depth.
- Confident and proficient in the use of MS Office, AutoCAD, SAP, ETABS.
- Ability to plan, schedule and supervise the work of others
- Ability to maintain records and prepare reports
- Knowledge of cost analysis, scheduling

- 3-5 years of relevant experience.
- Proven experience of planning and designing of WASH schemes
- Proven experience of working with and management of contractors

- Professional experience in a similar position in humanitarian/development sector, NGOs/INGOs/UN Agencies.
- Knowledge of surrounding areas and local context in WASH.
- Working knowledge of regional languages of Afghanistan.
