In France and internationally in nearly 30 countries, our actions aim to facilitate access to the health system by working on 5 priority themes structuring our fights and our advocacy: emergencies and crises, sexual and reproductive health, reduction risks, migration, rights and health and environmental health.

In 2021, the association launched an emergency response in the south of Madagascar to contribute to the National Drought Response Plan, in close collaboration with the Ministry of Health. The program contributes to meeting primary health needs and preventing and combating gender-based violence in the context of the humanitarian crisis in the south of the country linked to one of the worst episodes of drought. that the area has experienced in recent decades. Initially, the emergency response program was set up in the Ambovombe district and in the Amboasary district and had two intervention components:

  • A component improving access to primary health care for the entire population of the targeted area, complementary to actions already in place in nutrition, and including, among other things, mobile clinic activities, community awareness raising, support referencing, etc.
  • A component of prevention and treatment of gender-based violence, including, among other things, community awareness activities, psychosocial support for victims of GBV, referral to existing care centers, etc.

As part of project financing by BHA, the CHRR in Ambovombe and CHRD in Amboasary benefited from capacity building thanks to mentoring on waste management, infection prevention and control, use of medical equipment, pharmacy stock management , sexual and reproductive health in maternity, etc. WASH rehabilitations were also carried out in the two hospitals in collaboration with existing partners.

MdM also implements capacity building for healthcare providers in supported health structures, with regular training and supervision and support for the coordination of health districts. Health structures benefit from rehabilitation and equipment to improve the quality of care. Finally, in each of its projects, MDM ensures the development of a community strategy essential to improving health-seeking behavior and ensuring access for all to the care provided in health facilities.

JOB DESCRIPTION :

Under the supervision of the Ambovombe site coordinator, you reassess, based on a previously carried out assessment, the WASH rehabilitation and construction needs in three reference hospitals and eight health centers, in the districts of Ambovombe, D ‘Amboasary and Bekily. You supervise work teams whose size and functioning may change depending on the context.

More precisely, your missions are as follows:

Representation

  • Represent MdM to authorities and other technical and/or financial partners on the WASH activity or theme, in conjunction with the site coordinator

Supervision and implementation

  • Participate in the definition and adaptation of the WASH activity strategy
  • Provide WASH logistical support to medical teams
  • Participate in hospital hygiene and implement the fight against disease vectors
  • Ensure the quantity and quality of water in all activities
  • Size sanitary facilities (showers, latrines, etc.), wastewater treatment systems, as well as their evacuation
  • Manage project infrastructure
  • Manage the materials for the entire WASH activity of the project
  • Establish a plan for purchasing, stock management and use of equipment and construction materials dedicated to WASH activity

Administrative, financial and logistical management of WASH activity

  • Participate in updating the content of the activity budget and be responsible for budget monitoring
  • Ensure monitoring of logistical support for WASH activity
  • Ensure compliance with internal procedures

team management

  • Participate in the recruitment process for your team members
  • Conduct individual performance appraisal interviews
  • Supervise and train teams
  • Ensure compliance with internal regulations, code of conduct, safety rules and MdM values

Communication

  • Organize site or coordination meetings with partners
  • Ensure good coordination and communication within teams
  • Ensure transversal coordination of WASH activity in the area with the projects of other NGOs, UN agencies or local authorities
  • Participate in the design of WASH activity communication tools

Financing and project development

  • Ensure compliance with donor guidelines during the implementation of the WASH activity
  • Participate in the development of new proposals for WASH activity

Security

  • Collect and update security environment information daily
  • Establish a safety plan for your work team
  • Report incidents, participate in writing the incident report and monitor corrective actions

CONDITIONS OF EMPLOYMENT:
Position to be filled from April 15, 2024 until December 31, 2024
Gross monthly salary of 2,822 euros
Frequent travel to be expected on the Bekily and Amboasary programs
13th month equivalent paid in 2 installments – from 6 months of seniority of actual work
Expatriation bonus of 10% of gross salary per month

22.5 RTT / year

Departure alone

REQUIRED PROFILE :

  • Hydraulic engineer, specialist in water treatment, environmental management, hydrogeologist, sanitation engineer/technician and/or other technical qualifications related to the fields of activity: waste management, anti- vector or in infectious control
  • At least two years of professional experience implementing WASH projects
  • Monitoring of drilling work in a humanitarian environment
  • Management or training skills are a plus
  • Ability to build strong working relationships with colleagues from different functions and cultures
  • Ability to proactively identify and resolve issues related to program implementation
  • International experience and in the humanitarian sector is an asset
  • Project management of construction and/or rehabilitation works (evaluation, sizing, prioritization, reporting, activity planning, etc.)
  • Logistics: project management in isolated and difficult to access areas, etc.
  • Knowledge of community, psycho-social and cultural aspects to consider
  • Strong ability to lead a team of direct and indirect collaborators, including partners
