Location: Angola, Moçâmedes (Namibe province) with frequent field trips to Camacuio municipality and other places of PIN operations

Responsible for: Coordinating and managing national project team
Project Manager (PM) will ensure the timely and effective management and implementation of People in Need’s (PIN) project under FRESAN program (Fortalecimento da Resiliência e da Segurança Alimentar e Nutricional em Angola). S/he shall ensure efficiency, quality, M&E, impact and accountability, while upholding the core values of PIN and donors’ requirements. PM also actively contributes into the programme strategy and development of future programmes. S/he will follow all necessary administrative / financial rules related to project implementation and will work in close collaboration with other PIN Country Program sectors where applicable, and other units (operations & systems, finances, logistics, procurement), as well as frequently communicate with PIN consultants in the different areas connected to the project. He/she will report regularly about the development of the action to the PIN Head of Programs (HoP). Upon the agreement with HoP, s/he will represent PIN at relevant clusters and meetings. Furthermore, PM ensures continuous quality improvement of projects and contributes to well-being of project staff under her/his supervision. The project will be carried out in collaboration with the partner – ASD (Acção de Solidariedade & Desenvolvimento) and PM is expected to provide all the necessary support and capacity development to the partner organisation.

People in Need (PIN) is an International NGO that provides relief and development assistance in over 20 countries around the world. Formed in 1992, PIN has grown to be the biggest organisation of its kind in Central Europe, providing relief where it is needed, and empowering civil society in the Czech Republic, Eastern Europe, Africa and Asia.
PIN has been active in Angola since 2006. With its main office in Kuito (Bié province), field offices in Lubango, Luanda and other provinces, we have been implementing projects focusing on public health, promotion of human rights and civil society empowerment, livelihoods and food security, WASH, education and emergency response. MAIN DUTIES & RESPONSIBILITIES
Project and team management
- Full responsibility for all the aspects of project cycle management aiming to achieve quality results and indicators and fulfilling contractual obligations;
- Continuously assess the needs related to project implementation and ensure that implementation pace of activities in the field is followed in all the target locations;
- Coordinates projects administrative outputs (narrative & financial reporting, reviews/evaluation etc.) and properly processes all relevant documentation for procurement;
- Supervise the project’s technical quality through field visits to verify activities are implemented, needs are identified and possibilities for improvements are outlined and followed;
- Support project’s partner with timely delivery of agreed activity plan;
- Coordinate, supervise and guide the work of project team, ensuring the work plan is carried out in a timely manner and that necessary knowledge and skills to carry out the tasks are within the team;
- Ensure proper archiving of all required documentation in the Data Management System;
- With the support of financial department, arrange financial plans and overall control on project’s economy/budget;
- Supervises the compliance of guidelines and procedures – both PIN internal and from donors;
- Representing PIN with relevant donors, public institutions, local authorities and other development actors if needed;
- Regular coordination and information sharing on project’s visibility together with PIN communication team;
- Ensure that cross-cutting themes and principles, such as gender equality and non-discrimination, are present at all the project’s stages;
- Ensure the full implementation of PIN and the partners’ standards and the national staff policy.
Monitoring, evaluation and reporting
- Follow up, monitor and supervise the activities, indicators and results of the project, ensuring compliance with the established goals;
- Ensure that monitoring and evaluation activities are timely integrated into activities;
- Coordinate the work with the Monitoring & Evaluation section, providing timely information on any changes or obstacles to the implementation of activities.
REQUIREMENTS
- 3-5 years of proven professional experience in project management, with preference for actions in the Water, Sanitation and Hygiene and Nutrition sectors;
- Experience working in NGO/CSO desired;
- 2-3 years of experience in supervision/staff management;
- University education related to the project: administration, management, public health, environment, etc;
- Ability to prepare and read a complex budget (this competence will be assessed during the recruitment process);
- Knowledge of water point rehabilitation and maintenance methodologies and/or nutrition campaigns is a significant advantage;
- Sensitivity to cross-cutting themes, especially gender and nutrition issues;
- Professional knowledge of Portuguese and English
- Good adaptability and flexibility;
- Excellent communication and organizational skills;
- Independence and ability to work well under pressure.
