MWL is a humanitarian, advocacy, and non-profit organization dedicated to working with communities to overcome poverty. Main priorities aim to empower women, youth, people with disabilities, and children by enabling them to participate in economic, social, and civil spheres. We aim to protect women, youth, people with disabilities, and children’s rights through the constitution and legislation systems.

Job Purpose

S/he is responsible for the successful initiation, planning, design, execution, monitoring, controlling, and closure of a project(s).

Key Responsibilities

1. Project activities Implementation:

  • To manage the activities in line with MWL’s projects, Syria strategy, and sectorial guidelines;
  • To develop and maintain a database of project(s) outputs, activity tracking, training evaluation, and achieved results to provide information for both internal and external reporting;
  • To plan relevant activities and related BoQs/procurement (according to MWL’s SOPs), coordinate with the field team for feedback and planning, supervise and monitor the activities and report on the outputs and implementation details.
  • To calculate regular cash needs related to coordination/capacity-building activities.
  • To supervise field teams to ensure progress against plans, timely reporting of outputs and challenges, and liaison with local partners and communities.
  • To ensure that major programmatic decisions and plans are communicated to the field teams on time.
  • To oversee timely preparation of relevant program documentation for approval from Gaziantep program and finance teams, including payment planning documents, beneficiary signature lists, Payment Approval Forms, etc.
  • To review and approve key project(s) documentation.
  • To strive for continuous improvement of the quality of the implemented program by collecting, strengthening, and sharing know-how and good practice internally.
  • To ensure that project activities and outputs are implemented on time.
  • To technically mentor and supervise the WASH & Shelter staff working under his supervision as well as carry out staff performance evaluation.
  • To improve the work mechanisms that help measure the project indicators to achieve the project’s goals efficiently and effectively.
  • To monitor the project’s impact, support decision making, and promote learning through documentation of best practices and follow-up of necessary adjustments (Change management).
  • To coordinate the WASH & Shelter activities under the project(s), based on proposals, budgets, and plans.
  • To ensure that procurement, development, and distribution of materials and equipment are timely and according to procedures.
  • To prepare periodic progress reports and other documents as required for the project implementation.
  • To ensure that high-quality reports are submitted on time and work closely with the team members to ensure reports meet donor requirements.
  • To ensure the proper implementation of the project according to the operational plan and M&E plan.
  • To assist the programs manager in the identification of new projects and new areas of intervention.
  • To coordinate with all the related stakeholders.
  • To train and develop the protection project staff;

2. Human Resource Management

  • To provide day-to-day support, coordination, and mentoring to field teams.
  • To manage the team, allocate tasks, monitor the completion, mentor, and support their development (relevant skills and knowledge).

3. Coordination

  • To contribute and participate in regular planning and activity status meetings with the field team and Gaziantep-based team (in cooperation with line managers).
  • To coordinate with all other MWL Programme and M&E departments on assessments, analysis, procedures, and implementation;

4. Grant Development / Reporting

  • To ensure timely reporting from the field, check reporting from the field level for quality, accuracy, and consistency with internal and donor reporting requirements, and provide feedback to field teams for improvements as necessary.
  • To ensure that expected project results, outputs, and outcomes under these positions’ authority are monitored and met within the project timeframes.
  • To coordinate with the field team for accurate data collection, compile and develop reports/ reporting inputs for key donors related to the activities under this position’s authority, as described within this ToR.
  • To summarize and share weekly updates regarding the activities allocated with the management.
  • To provide input for grant/donor and program milestones and reports to Programmes
  • To update the monthly situation reports and Grant performance Tracker.

Note: the above-mentioned key responsibilities/accountabilities are illustrative ones. Depending on the department’s organizational chart, other future responsibilities/accountabilities may be assigned to the job.

Qualification (Education/Work Experience/Languages)

Essential:

  • Bachelor’s degree in civil engineering or any related field.
  • Four years at least of related work experience.
  • Experience in project management/coordination in establishing and managing WASH & Shelter projects, including monitoring, evaluation, administration, finance, and logistics, in complex and challenging environments.
  • Fluency in the Arabic Language (4 skills: Listening – Speaking – Reading – Writing).
  • Fluency in the English Language (4 skills: Listening – Speaking – Reading – Writing).

Desirable:

  • Master’s degree in civil engineering or any related field.
  • Five years at least of related work experience.
  • Turkish Nationals.
