WASH Technician At Save the Children

ROLE PURPOSE:
The post requires strong familiarity and substantial experience in construction and provision of technical advisory related to the construction of water and sanitation facilities. A familiarity of the program cycle and project management as well as active participation in the identification and pursuit of strategic options for the project and the organization will be required of the post.

Role Dimensions: Water supply, Sanitation and hygiene promotion.

KEY AREAS OF ACCOUNTABILITY :
Need Assessment
* Participate in the implementation of WASH needs assessments and assessment of WASH facilities to be rehabilitated and / or build in the project, through technical feasibility studies, household level questionnaires, focus group discussions, visits to facilities and sites.
Program implementation:
* Participate in defining work specifications and reviewing quotations, and ensure the implementation and direct follow-up of activities related to the construction of WASH infrastructures in public institutions and communities, such as:
o Construction or rehabilitation of sanitation facilities (latrines, solid waste pit, soak pits, and similar).
o Construction or rehabilitation of drinking water infrastructures (hand dug wells, boreholes, pipe network, reservoir, drinking water treatment device).
o Technical training of community volunteers, members of WASH committees, governmental staff.
o Liaising with camp management and other WASH actors in camp settings.
* Provide daily supervision of WASH infrastructure rehabilitation and improvement work:
o Recruitment and supervision of skilled and daily laborers in the selected communities
o Control the type, quality and quantity of materials delivered to construction sites by Save the Children and its possible sub-contractors.
o Monitor the use, storage and quality of the tools used by community members and workers in the site.
o Ensure the work site organization and safety and making sure that Save the Children`s construction safety procedures are followed by contractors.
o Ensure community mobilization in targeted communities on the issues related to construction, operation and maintenance of WASH facilities.
* In the case work is sub-contracted, ensure the quality and pace of the work done by subcontractors, through field visit, site reports, and filling of monitoring sheets and sharing these with the WASH Officer and Manger in a timely fashion.
Monitoring, Evaluation, Accountability and Learning:
* Ensure that WASH infrastructure construction and rehabilitation works are carried out according to quality standards established by Save the Children and the Donor requirements through quality checklists.
* Weekly reporting of data in order to follow up the standard project and strategic indicators (number of beneficiaries, number and type of activities completed…)
Reporting:
* Weekly (or each time necessary) written and oral report for line manager.
Integration, coordination and transversal aspects
* Work with other team members of Save the Children (WASH and non-WASH) working in the same communities, to ensure the integration and complementarity of the different sector of the intervention.
* Ensure the integration of aspect related to gender, child protection, environment and other crosscutting issues to the implementation of WASH activities, and ensure that activities take into account the needs of specific groups and individuals, especially children, elderly and disabled people

QUALIFICATIONS & EXPERIENCE
Essential
* Previous relevant experience in WASH, Graduates of Civil Engineering department are preferred.
* Excellent IT skills including good working knowledge of Autocad and MS Office
* Ability to establish strong working relationship with colleagues from different function and cultures.
* Experience of a flexible approach to managing and prioritising high workload and multiple tasks in a high paced environment with tight deadlines.
* Capacity of proactively identifying and addressing issues.
* Demonstrate ability in community mobilisation and community-level dialogue
* Excellent communication and influencing skills
* Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
Desirable
* Experience in knowledge and database management
* Experience in working with local communities at field level in development projects
* Experience working with NGOs
EDUCATION
* Relevant degree (Civil Engineer, construction Engineer or equivalent experience acquired through experience)
