Position Title: Waste Drive Consultant

Classification: ST Local

Location: Port Harcourt, Rivers State Nigeria

This scope of work (SOW) sets forth the services to be provided by Consultant to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc.

The objective of this billable short-term assignment is to serve as the Waste Treatment Supervisory Consultant for the USAID Global Health Supply Chain (GHSC) – Procurement and Supply Management (PSM) project. The Waste Treatment Supervisory Consultant will supervise the treatment of expired and unusable health commodities at the waste treatment site Boskel Nigeria Limited from Mondays to Fridays.

Background: The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award IDIQ contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world. The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program. GHSC-PSM provides health commodity procurement services and systems strengthening technical assistance that address all elements of a comprehensive supply chain. All four task orders are implemented in Nigeria.

Principal Duties and Responsibilities (Essential Functions)

  • Supervise the receipt and weighing of waste commodities received at the treatment sites and stored securely at the warehouse while taking proper inventory of the commodities.
  • Share daily waste receipt record detailing type of waste, origin of waste, funder, transport 3PL, number of cartons and weight of waste.
  • Ensure POD reconciliation is completed and shared at the end of waste receipt for each shipment.
  • Ensuring accurate weighing and recording of all waste commodities earmarked to be treated daily.
  • Supervise the destruction and incineration of all commodity waste following standard guidelines. Ensure at least 10% of waste received at the facility are incinerated every week.
  • Supervise the shredding and pyrolysis of plastic containers
  • Supervise the proper disposal of the residue collected.
  • Monitor and record incinerator temperature twice a day throughout the period of incineration and share weekly update.
  • Conduct spot checks on the stack chimney to ensure that the flue gas emission remains white in color.
  • Ensure the safety and security of all waste products.
  • Share daily report with supervisor.
  • Submit waste treatment supervision report at the end of the waste treatment exercise.

Job Qualifications

  • Basic knowledge of health commodity logistics
  • Bachelor’s degree in any relevant field
  • At least 1 year of relevant work experience
  • Experience working on a USAID or donor-funded project is an advantage
  • Fluency in English is required

Supervision of Consultant

Waste Drive Consultant will report to the GHSC-PSM Senior Manager, Waste Drive and LMD Coordination.
