Chemonics seeks a Water and Conflict Resilience Expert to support agile and sustainable WSSH programming in fragile contexts, with a focus on supporting locally-led approaches to address the reality that WSSH challenges confronting the world are highly nuanced and fast evolving–particularly as the adverse impacts of climate change continue to unfold.
Chemonics International Inc., a US-based international development consulting firm, is accepting applications from qualified professionals for an anticipated USAID-funded program addressing the harmonization and strengthening of water security, sanitation, and hygiene (WSSH) in conflict and fragile contexts.
Chemonics is seeking prospective candidates for a proposal effort, this is not an open position. Once a proposal is awarded and a position becomes available, all applicants must apply to be considered for the role. Candidates should have experience working with local counterparts across the water sector to strengthen their ability to tackle longer and more common protracted conflicts, as well as more frequent and intense weather events and increasing rates of climate change-related migration. This work will focus on enabling a fundamental shift in the WSSH community’s approach to programming in fragile contexts to strengthen water security for all uses and users, as well as adapting, providing and maintaining WASH services, which is critical for achieving and maintaining development gains in communities and countries that face the compounding risks of climate change, conflict, and COVID-19.
The Water and Conflict Resilience Expert will have the proven ability to identify and implement multi-faceted approaches to strengthen the technical capacities of local WSSH organizations, private enterprises, and service providers. This will include expertise in working across sector stakeholders to help local efforts to harmonize humanitarian, development, and peacebuilding programming which are embedded within local systems. Specific technical capacity can include areas such as the following:
- emergency preparedness and response
- contingency planning for continuity of operations for service providers and basin authorities
- meaningful engagement of women and gender minorities and people with disabilities
- using climate information services for WSSH disaster risk reduction and proactive conflict mitigation
- facilitating collaborative and inclusive water resources management, climate adaptation, and peacebuilding decision-making
- gender-based violence prevention
- sharing of best practices of peacebuilding and conflict resolution across networks, villages, and districts, through local women’s organizations is strongly preferred
Responsibilities:
- Serve as lead for technical component leading all WSSH crisis resilience capacity strengthening and local systems strengthening, including working closely with the chief of party, USAID counterparts, other project technical leads to develop and manage effective and responsive interventions
- Determine technical needs and priorities for short-term technical assistance and subcontractor support to best implement ongoing and surge support activities of this component
- Manage team of local and international experts to ensure high quality implementation at the highest standards of professional conduct
- Develop technical reports, work planning, and regular progress report inputs as needed, under the overall direction of the chief of party
Qualifications:
- Minimum of 10 years working in WSSH programming in conflict, humanitarian assistance or fragile contexts
- Bachelor’s degree in relevant area required, advanced degree preferred or comparable years of work experience
- Demonstrated experience in local capacity and institutional development for systems strengthening
- Thorough knowledge of donor funded programming across the humanitarian, conflict, and development nexus strongly preferred
- Fluency in English required, additional language skills preferred
- Demonstrated leadership, versatility, and integrity
