HAMAP-Humanitarian’s mission is to enable populations to access, find and develop their land and water resources.

Faced with conflicts and climate change, HAMAP-Humanitaire supports local organizations in their land mine clearance projects, access to water and sanitation, and agriculture, by promoting environmentally friendly use.

HAMAP-Humanitarian partners with other organizations to jointly respond to essential needs such as education and health.

HAMAP-HUMANITARIAN IN THE COMOROS

The Urban Community of Dunkirk (CUD) and the Governorate of Ngazidja, engaged in a decentralized cooperation partnership since 2012, wanted to focus their action on the theme
of access to drinking water.

HAMAP-Humanitaire, as project management assistant, supports communities in the monitoring and implementation of a drinking water supply project for 6 villages in the commune of Itsahidi.

The activities started in September 2022 are supported by the 2Mains association, local partner and responsible for the community component.

HAMAP-Humanitaire also works with multiple local and international actors present in the Comoros. The project is entering its final phase with an end of activities planned for the last quarter of 2024 and the prospect of the launch of a second phase.

POSITION RESPONSIBILITIES

In close collaboration with the HAMAP-Humanitarian Project Manager at headquarters, the Comoros Mission Manager and the various experts affiliated with the project, the coordinator will be responsible for monitoring the implementation of activities. of a WASH project:

Coordination locale :

  • Represent HAMAP-Humanitaire and the French project owner locally;
  • Manage the partnership relationship and communication with all stakeholders in the field and organize inter-partner events;
  • Ensure the mobilization of local partners (institutional, community, technical) in their respective missions;
  • Act as a relay for project management locally and manage related issues;

    Expertise technique :

  • Write materials and implement procedures for recruiting service providers (consultant, design office, works company, etc.);
  • Accompany and provide support to partners during their trips to the field;
  • Monitor the progress of activities entrusted to service providers and validate the summary documents;
  • Ensure technical monitoring of studies and construction work, and support service providers in their respective missions;
  • Provide support to the Project Manager in her activities to structure a drinking water service.

    Monitoring and capitalization:

  • Manage administrative procedures relating to the implementation of activities;
  • Produce project monitoring, coordination and capitalization documents;
  • Participate in periodic coordination meetings with headquarters and French partners.

Experiences / Training

Required Qualifications

  • Level of studies: Bac+5 (political science, development, international project management, international solidarity, water engineering);
  • First experience desired in the field of international solidarity;
  • Good mastery of the project cycle and management;
  • Demonstrated abilities in developing strategies, writing materials;
  • Knowledge of the water cycle;
  • Sensitivity to capacity building and know-how transfer;
  • Excellent writing skills and proficiency in Microsoft Office.

Personal skills

  • Strong capacity for adaptation, analysis and organization;
  • Rigor, autonomy and sense of responsibility;
  • Faculty of resilience in a vibrant and intercultural environment;

Salary

Remuneration element

  • A gross monthly salary / net monthly compensation of:
    – Between 1,200 and 1,500 euros for a VSI (depending on the profile);
    – According to internal grid based on experience, diploma and type of contracts (French or local law);
  • Local living allowances and context-related allowances depending on internal policy;
  • Social coverage according to contract;
  • For a VSI: training before departure and return to GESCOD;
  • Coverage of operational costs during field missions, travel, accommodation and communication costs (telephone, internet);
  • A leave and recovery system with plane ticket coverage according to internal policy.

Working conditions

  • Place of work and residence : Moroni with regular trips to the villages of the commune of Itsahidi;
  • Progress : Arrival at the end of the project (18/24 months) and replacement of an existing position;
