The role
The West and Central Africa Region is a strategically important region for Save the Children’s Water, Sanitation Hygiene work. As the senior WASH Technical Advisor in the region, this position will be responsible for ensuring quality of WASH-related development programs and humanitarian responses.The Regional Health Technical Advisor will use their in-depth contextual understanding, technical expertise, and relationship building skills to provide a critical link between Save the Children’s global health, nutrition and WASH teams and country level technical work, strengthening our representation and programme quality oversight at the regional level. This position will contribute to building capacity and fostering networks across all our West & Central African country offices in both humanitarian and development contexts. Areas of particular focus in the region include integration with health, nutrition, food security and livelihoods programmes. The role supports regional advocacy and influencing, particularly focused on improving outcomes for children through our multi-sectoral approach. This position will provide Quality Assurance and demand driven technical assistance to country offices in line with regional priorities and design, including implementation and monitoring of the WASH portfolio in the region
QUALIFICATIONS AND EXPERIENCE
- Masters degree in public health, health related disciplines, water engineering, environmental sciences or equivalent post-graduate qualification.
- At least 8 years’ experience of delivering high quality WASH programmes in development and humanitarian settings
- Experience working in West and Central Africa – more particularly the Sahel, and supporting cross-cultural teams
- Significant experience integrating WASH into multi-sectoral food and nutrition security programs in development and emergency contexts
- Oversight of strategy development and planning for multi-year, multi-sectoral programmes in development and humanitarian settings.
- Significant experience in training, capacity building, and mentoring with proven experience in facilitating presentations, webinars and multi-day training events.
- Demonstrated program design, monitoring and evaluation skills, including designing pathways to sustainable impact at scale.
- Skilled at networking, representation and partnership development in order promote learning, strengthen civil society and mobilise resources. Familiarity with national, regional and global WASH technical coordination bodies (e.g. WASH cluster, working groups)
- Ability to generate and use data and evidence to innovate, deliver, learn and share what works and what doesn’t work for children. Leverages evidence in advocacy work with donors and governments on policies and responses to structural drivers of food insecurity.
- Fluency in French (writing and speaking)
- Proficiency in English (writing and speaking)
Desirable:
- Experience working on USAID-funded multi-sectoral food and nutrition security programmes
- Supporting programs funded by USAID, UNICEF, Green Climate Fund, EU, DFID, DFAT, BMGF, the World Bank, other development banks or other strategic international donors
- Past participation in emergency responses in support of life-saving WASH programs such as droughts, floods, conflicts, etc.
- Technical expertise in any of the following areas: nutrition, integrated water resource management (IWRM), natural resource management, agriculture, livelihoods, behavior change, market-based programming, monitoring & evaluation
- Demonstrated involvement in designing and/or implementing climate adaptation programs
Contract length: 2 years
Location: Locally based, Country Offices in West & Central Africa (Sahel location preferred)
