PSI/Vietnam and PSI’s Digital Health and Monitoring Department are looking for a Web Design and Development Contractor with the skills and experience to support the design and development of a web page to facilitate easier and increased access to health services and products.

Your contribution

The Web Design and Development Contractor is responsible for designing and developing a web page to support consumers access health information and services through an innovative digital health initiative, that integrates a Symptom Checker and Provider locator. This initiative aims to respond to consumer demand for confidential information and facilitate private health-seeking behaviour in a non-stigmatized environment. The web page will seek to effectively shift in-person triage services to the consumer’s homes via their mobile/digital devices and signpost to facilities that provide the appropriate service to increase capacity and service coverage, mitigate misinformation and misdirection to inappropriate care, and reduce the inconvenience and costs related to accessing health services.

The consumer journey starts on the web page with promotional messages on the importance of prompt health-seeking behaviors. After filling in a brief user registration form and accepting the platform’s Terms and Conditions, the consumer is taken to Babylon’s Symptom Checker embedded inside the web page. The Symptom Checker captures consumer health symptoms, determines the potential causes of the symptoms, and provides a call to action so the consumer can decide on the appropriate next step. In case the next step is a recommended visit to a health facility, the consumer is taken to PSI’s Provider locator embedded in the web page to signpost to facilities that provide the appropriate service.

The Web Design and Development Contractor is responsible for offering a web-interface that will incorporate Babylon’s Symptom Checker and PSI’s Provider locator to provide consumers with a seamless experience. PSI and Babylon are responsible for providing the Web Design and Development Contractor tech support to integrate the technologies into the web page.

Deliverables of this consultancy include:

· Design and develop a web page in English to host the integrated Symptom Checker and Provider locator in an engaging and user-friendly way that resonates with the Vietnamese context and is aligned to positive health-seeking behaviours**

· Optimize webpage functionality, stability and responsiveness to devices, i.e., mobile, tablet, desktop**

· Create web page mock-ups and artwork for approval including branding and graphic content that resonates with the Vietnamese context **

· Design and develop a user registration form to initiate the user journey on the integrated Symptom Checker and Provider locator, including the provision of Terms and Conditions**

· Host / Embed Babylon’s Symptom Checker and PSI’s Provider locator onto the web page with tech support from Babylon and PSI**

· Conduct User Acceptance Testing of the web page prototype with a sample of users from Vietnam and refine development based on users’ feedback **

· Collect and transmit user registration details and other data points to PSI servers via API-based technology**

The above deliverables are due 4 months after the start of the consultancy.

· Support and maintain web page throughout the life of the project (1 year)**

Upon successful delivery of the above, the Web Design and Development Contractor might take on more work related to this project, namely:

· Develop a digital marketing strategy to promote access and use of the web-based digital health platform with the integrated Symptom Checker and Provider locator

· Execute digital marketing plan

This is subject to the evaluation of deliverables listed in this JD.

Requirements

Interested contractors are required to submit the following documentation in English:

· Contractor profile with details regarding years of experience, technical expertise, and previous relevant work

· Statutory documents, namely PIN, ID and Tax compliance

· Creative proposal for meeting deliverables listed in this JD**

· Financial proposal for carrying out the deliverables listed in this JD in USD

What are we looking for?

The basics

· Degree in a related field such as web design, communications, marketing or similar

· 3-4 years’ experience in web design and development

· Proficiency in graphic design software including Adobe Photoshop, Adobe Illustrator, and other visual design tools**

· Proficiency in front-end development web programming languages such as HTML and CSS, JQuery, and JavaScript

· Good understanding of content management systems

· Good understanding of search engine optimization principles

· Proficient understanding of cross-browser compatibility issues

· Excellent visual design skills

· Up-to-date experience with international web protocols, standards, and technologies
