A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. She is also at the head of 12 regional health and social training institutes.
Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.
In the same way as in the professions that it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This results in an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at maximum efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their complete autonomy.

Context of the position
The French Red Cross (CRf) in the Sahel and Gulf of Guinea is present in 4 countries. It has delegations in Mauritania, Mali, Niger and Guinea-Conakry, as well as a regional office based in Dakar in Senegal and finances projects in Burkina Faso. The CRF maintains historical and dynamic relations with the National Red Cross Societies in Ivory Coast, Burkina Faso, Benin and Togo, without having a physical presence there at the moment.
The CRF strategy in the Sahel and Gulf of Guinea aims to strengthen resilience and respond to humanitarian emergencies affecting vulnerable populations alongside National Host Societies (Red Cross/Red Crescent of the countries concerned). Development programs focus on the health sectors (management of malnutrition, primary health care, maternal and child health and strengthening of health systems, psychosocial support and protection, etc.), reduction of the risks of disasters, food security, strengthening livelihoods and access to water and sanitation, among others. The CRF is also involved in migrant support projects, particularly in the region of Agadez in Niger and that of Nouadhibou in Mauritania, which it intends to develop and strengthen elsewhere in West Africa in collaboration with the components of the CRCR Movement present in the area.
Since 2017, the FIU has set up a regional office in Dakar to support the implementation of the FIU strategy in this geographical area. The regional office has evolved and strengthened to best support the delegations.
Job
Under the responsibility of the Africa Manager, the post holder provides an analysis of the context and humanitarian needs of the geographical area under his/her responsibility, ensures the coordination and coherence of the projects designed/implemented taking into account the 2021-2025 international strategy of the CRf, the geopolitical and humanitarian context, the strategies of the components of the CRCR Movement, the strategies of the technical and financial partners, the objectives set and the means allocated by the FIU. In support of the Heads of Delegation in his/her zone, he/she participates in leading the contributions of all support services in a support, control and validation role. He/She guarantees the implementation of the intervention strategies of the FIU in his/her area, in accordance with the axes defined within the framework of the International Strategy of the FIU, and its declination on the geographical area, for the period 2021- 2025.
Based in Dakar, the post holder acts “de facto” as a Regional Representative for the entire Sahel/Gulf of Guinea zone. In this capacity, he/she represents the FIU with the main regional partners, internal or external to the Red Cross/Red Crescent Movement, aiming to strengthen/create fruitful partnerships. He/She contributes to the search for funds from technical and financial partners and other financiers for the benefit of the entire geographical area.
Finally, he/she ensures rigorous management of the administrative aspects of the Dakar office, supervises the employees under his/her responsibility and coordinates all CRF employees based in the regional office, in connection when relevant, with their managers based at the FIU headquarters.

Terms of employment
- Type of status : expatriate
- Type of contract : French fixed-term contract/precariousness bonus paid at the end of the contract
- End of year bonus : equivalent to a 13th month pro-rata based on attendance time
- Per diem : daily per diem which varies depending on the country
- Leave : 5 weeks of paid leave/year and 21 days of recovery – Plane ticket 100% covered by the CRf for travel home/mission for leave after 6 months
