Background:

CI’s Humanitarian and Emergency Strategy of 2013-2020 has as its objective to position CARE as a leader in effective, high quality humanitarian response which places the needs and rights of vulnerable women and girls at the forefront of our efforts. Driven by strong leadership and organisation-wide commitment to our humanitarian mandate, our work will enable positive and transformational changes in the lives of people affected by crisis. We will apply robust gender equality approaches to our work with women, men, boys and girls to appropriately address the humanitarian needs of poor communities, while also strengthening CARE’s organisation wide commitment to women’s empowerment in our humanitarian programming. Our responses will consistently uphold and defend humanitarian principles including non-discrimination and the targeting of assistance based on need alone, with our understanding of need based on sound gender analysis to enable us to better meet the specific needs of men as well as women.

Our focus on women and girls reflects CARE’s experience is that empowering women and girls is a critical pathway to reduce vulnerability and poverty for the whole community, as well as being essential for achieving gender equality. Women and girls are at the heart of CARE’s community-based efforts to work with others to expand access to quality education and health services, reduce the impact of hazards and strengthen resilience to climate change, expand economic opportunities to the poorest and fight injustice and violations of human rights, including ending gender-based violence. CARE International in Uganda (CARE) works with others to make sustainable improvements in the lives of the very poor. The humanitarian response to South Sudanese refugees is part of the Northern Uganda Women Empowerment Programme operating in West Nile, Acholi and Lango sub regions.

Overall summary of post

CARE International under APEAL consortium intends to deliver a comprehensive, evidence-based and people-centered Protection, Gender-Based Violence, Mental Health and Psychosocial Support response for refugees from DRC and South Sudan as well as host communities in Uganda (Southwestern Uganda and West Nile).

The WLiE Officer will work with the GBV coordinator to support the women leadership interventions in the West Nile region.

The WLiE Officer in consultation with the GBV coordinator will be responsible for supporting the development and implementation of project strategies and plans, and ensuring effective partnerships are strengthened with humanitarian actors and District local governments in operation. S/he will ensure that project resources are utilized efficiently and that the project is able to support women affected by the Crisis to meaningfully participate in humanitarian Decision making and community local governance.

In Collaboration with the Protection Teams, the WLiE officer will maintain, monitor, and update disaggregated data related to Women and girls’ participation in the APEAL III supported initiatives for use by CARE and other implementing partners. She will support the teams propose, organise and integration participatory tools and approaches that support Women and girls affected by crisis to influence Humanitarian and public decision-making spaces. She will support processes for the documentation of the women lead approaches and methodologies and propose ways that this can be further improved. She will collaborate with other CARE humanitarian and Women Empowerment programmes to contribute to building knowledge and practice on Women’ voice and leadership.

Specific responsibilities and tasks:

Responsibility #1: Implement Women Lead in Emergency Programming in Rhino Settlement. (30%)**

ü Develop and implement work plan and activities consistent with the goals and objectives of the project.

ü Mobilize and support women groups, girls, individuals’ women, partners and Refugee leadership to participate in initiating innovative and creative women led activities.

ü Support and assist in the development of WLiE training materials, modules etc, as necessary, in order to achieve project goals.

ü Represent CARE in the settlement, attending regular meetings with partners to lobby and advocate for inclusion of vulnerable women and increase their participation.

ü Ensure that project resources (including financial) are effectively and transparently allocated to increase womens voice and participation in humanitarian programs.

ü Conduct and coordinate community-based education interventions and media advocacy campaigns that ensure women recognition.

ü Ensure strong communication with refugee communities’ and lobby for Women and girls active participation in the planning, implementation and evaluation intervention activities; in order to promote and maintain sustainability.

ü Promote a positive profile of the CARE’s work and good understanding among other sectors, partners and the communities we work in about Women leadership and the program.

Responsibility #2: Capacity-building for Women Leadership in Emergencies (25%)

ü Develop and adapt IEC materials for WLiE campaigns and community awareness.

ü Assess opportunities for capacity building and provide gender transformative and Women leadership training workshops for skills building sensitization and capacity building for women, girls and humanitarian partners.**

ü Conduct and facilitate training and mentoring for the field teams on Women Leadership in Emergencies strategies**

ü Train and support processes for Rapid gender analysis , document, evaluate and share experiences, experiences for learning and action**

ü Adapt and input into Women lead tools and materials in collaboration with Women lead specialist, Meal Coordinators and support Women affected by Crisis to use these tools. **

Responsibility #3: Project Monitoring and Evaluation: (15%)

ü Working with the M&E and Learning Officer, ensure Monitoring and Evaluation systems are in place which can be used to demonstrate project impact and which provides management information to assist in timely decision making;

ü Ensure that all internal (CARE) and external (donor/ government) reporting requirements are met and that reports are of a high quality and are submitted in a timely manner;

ü Ensure all project capacity-building activities related to WLiE are implemented according to the project strategies;

ü Write and contribute to consolidation of activities reports;

ü Actively participate in the Rapid gender analyses and Project surveys and in regular monitoring and evaluation meetings;

ü Review and share best practices and lessons learnt from the project as results of Women Lead In Emergencies interventions;

ü Appropriately document training activities with summary reports, evaluations and pre and post-tests;

ü Use lessons learnt and best practices to review further development of project strategies;

ü S/he will support monitoring and evaluation of the emergency response, especially on WLiE.

Responsibility#4: Networking and Representation (20%)

ü Develop and maintain effective working relationships with other NGOs, government agencies, social institutions, donor, so as to enhance cooperation between organizations involved in increasing womens voice and participation and share lessons learned;

ü Develop, strengthen and maintain partnerships and good working relations with project partners, other NGOs and, local authorities, camp managers based on CARE’s Partnership Principles;

ü Represent CARE in meetings, seminars and forum as requested by his/her supervisor.

Responsibility # 5: Knowledge Management, Documentation and visibility (5%)

ü Support communication, knowledge management, story writing and documentation regarding activities of emergency response, impact and all necessary developments around Women leadership;

ü Filing of all activity reports and ensuring that information is organized according to the reporting and auditing needs of the program **

ü Compile and prepare quality monthly and weekly reports for submission to supervisor**

Responsibility #6: Promote Gender Equity and Diversity and Safeguarding Practices (5%)

· Practice a behavior consistent with CARE’s core values, and promotion of gender equity and diversity goals;

· Plays a leadership role in identifying and implementing initiatives that enhance CARE’s commitment to gender and diversity.

· Ensure that CARE Safeguarding policies and procedures are adhered to by all and the staff that S/he supervisors both directly or indirectly

· Ensure that staff and related personnel under your jurisdiction are familiar with the following organizational policies and procedures and can identify when needed how these may have been breached; The CI Safeguarding policy, Protection from Sexual Harassment, Exploitation and Abuse and Child Abuse, The anti-discrimination and harassment policy, The code of conduct and the organizations Values.

Responsibility # 7: Perform any other duty assigned by supervisor (5%)

· Office Management tasks.

Level of authority

The WLiE officer will formally report to the GBV coordinator. She/he has autonomy to organize his/her day-to-day work based on the agreed monthly work plans in coordination with other Coordinators, partners, and stakeholders. She/he has no authority to enter into formal partnership agreements, nor any formal financial authority, apart from standard expenses for day to day activities. The WLiE is responsible for the safety and custody of organization assets in their possession. Travel to locations outside project areas should be done and coordinated with the knowledge of the GBV coordinator.

Relationships and collaboration.

The WLiE officer will work as a process-oriented support person to the APEAL Project to achieve the GBV protection related interventions within the project. It will therefore be essential for this individual to develop relationships with the partner organization to ensure effective support. This requires both sensitivity and responsiveness to the capacities and needs of the different partners. She/he will also collaborate with other GBV / Protection related initiatives within the sub office and will be expected to provide support based on clearly and jointly agreed Project priorities All CARE staff must adhere to and model CARE’s core values, commitment to gender equity, diversity, and safeguarding policies, as well as promote the various complaints, feedback, and reporting mechanisms.

Work conditions

The position is based in West Nile and will operate from Imvepi/Omugo – Rhino camp field office with frequent movements to Arua Sub – Office as required for meetings, training events, etc.

Qualifications

· A bachelor’s degree in Development Studies, Women and gender studies, Social sciences or in a related field. A post graduate degree/diploma in a relevant field is an added advantage.

· At least 2-3 years working experience and knowledge in implementing Women focused projects and mainstreaming gender programming in development work

· Good understanding of the UNHCR and local government’s operational procedures and systems.

· Good inter-personal skills, trainable, willing to build capacity of others.

· Good planning, communication and writing skills

· Computer literacy in most used software packages (Ms office packages and SPSS.
