SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.
About the mission
SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, D UTCH MOFA, CIAA and DG INTPA. SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. SI has been one of the first humanitarian actors to access the West Coast and remains as of today positioned in hard-to-reach areas close to the frontline of Marib, Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence.
General objective:
SI is looking for an Admin Coordinator able to lead administrative operations in highly volatile environment.
The administrative coordinator will direct and coordinate all administrative, accounting and financial services associated with the mission.
He/she will take part in defining SI human resources policy, and ensure that it is followed.
As coordinator, he /she will be responsible for the mission’s financial balance, monitor adherence to Solidarités administrative procedures and donor procedures as well as to the laws of the country in which intervention is taking place.
He/she is the point of reference for the mission, and the link between headquarters and the mission for all administrative matters.
The main challenges:
Due to the extremely volatile environment in terms of administrative procedures in Aden, Admin Co will have to do a regular close follow-up of the Yemeni laws and process (exchange rate, banking situation, Visas, cash flow).
Training of the Administrative & Finance teams (both at coordination and base offices), along with a Mission-wise prioritization of national staff capacity building continue to be a priority, as most teams have good potential and are capacble to take key Finance and HR positions in the bases.
Yemen mission will be reviewing their financial volume and their HR Policies in coming months, where Admin Co wil play a main role to update the planning and propose changes where needed.
Few long term (4 year or plus) projects will be ending so speciall detail to attention will be required to effectively close the project and submit the needed reports.
Based on the programming of year 2025, some major changes are expected in the HR and Structural setup which will also be a priority for this position.
Priorities for the 2/3 first months:
1) Closely monitor the Banking situation in Yemen and monitoring the exchange rate to effectively review the Forecast of the ongoing projects.
2) Financial Reporting of the 2 long term ongoing projects in Yemen.
3) Closely working with bases to monitor the Budget spending of the ongoing Projects.
4) Adjusting the major changes in structure within the systems we have ie Homere SAGA Link
5) Support CD in finetuning the Mission Restructuring Excercise and changes in policies where needed.
Security constraints:
The security situation in Aden (where the staff is expected to spend 50 to 70% of her/his time) remains unstable and volatile notwithstanding the distance from frontlines. Risks related to high proliferation of weapons, radicalization and potential jihadi attacks remain significant. Due to the above, movements for international staff remain highly constrained, with a limited number of public places (some cafes, restaurants and supermarket) validated for movements during daytime. Curfew time is at 10:00 PM.
A salaried position:
According to experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
The GH offers good levels of comfort, all rooms are individual and spacious. Common spaces include TV, pool table, gym material. Food availability is sufficiently diverse. There is a female friendly flat.
Education / academic background:
Bachelors in Financial or Administrative Management.
Specific skills and experience:
Experience in the humanitarian sector : at least 3-4 years
Experience on a similar position : 3-4 years
