SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

About the mission

SI opened its mission in Yemen in 2017, establishing its coordination in Aden. Since then, SI expanded the geographical scope of its intervention, and established offices in Al Mokha, Taizz and Marib, and operational presence in Hodeidah, Lahj, Dahle, Abyan, Shabwah, and Hadramout Governorates. The mission has a forecasted budget of about 21M Euros for the year 2024. It operates from Aden, where the coordination is based, and 4 operational field bases located in Taiz, Marib and Al Mokha with Emergency team also stationed in Aden. The mission is composed of approx. 20 expatriates and about 150 national staffs. Objectives for the mission for 2024 is to build on its Emergency Response capacity to expand in hard-to-reach areas and develop qualitative interventions responding to emergency and protracted needs, while enhancing resilience. SI is currently undertaking 11 different projects in Yemen, financed respectively by the ECHO, BHA, UN-OCHA, CDCS, SDC, D UTCH MOFA, CIAA and DG INTPA.

SI implements emergency and resilience WASH programs with activities of water trucking, rehabilitation of water network, construction of emergency latrines and showers, distribution of hygiene kits, hygiene promotion, and cleaning campaigns. Under its FSL portfolio, SI distributes unconditional, multi-purpose cash to IDPs and host communities, support the livelihood component by supporting in Income Generating activities. SI has been one of the first humanitarian actors to access the West Coast and remains as of today positioned in hard-to-reach areas close to the frontline of Marib, Hodeidah and Maqbanah. SI aims at maintaining this positioning and further expanding its presence.

General objective:

The Emergency Field Coordinator, in coordination with the Technical Coordinators and under the leadership of the Country Director and DCD – Programmes, leads the Emergency Field Team and implements SI’s emergency response strategy across all active governorates. They actively coordinate with humanitarian partners, clusters, and local authorities to identify emergency needs, address response gaps, and propose appropriate actions. The Coordinator closely monitors security in operational areas, negotiating access to hard-to-reach zones. They oversee support departments, ensuring adherence to SI procedures. As Field Coordinator, they hold Programmes and HR responsibility, ensuring donor compliance and timely emergency responses to alerts.

The main challenges:

The Emergency Field Coordinator will require a strong emergency mindset to impulse a new modality as first-responder in a team that has often operated as second-liner. Specific challenges associated with the position relate to implementing emergency response programming in Yemen; i.e. insecurity and access constraints (including administrative access constraints), challenging coordination between humanitarian actors along with poor reliability of secondary data in hard to reach locations. The Emergency Preparedness and Response Strategy 2023/24 for the Yemen Mission has recently been developed and needs a strong leader for actual implementation.

Priorities for the 2/3 first months:

1) Champion SI’s emergency strategy and its rollout across all four bases.

2) Lead and follow closely the implementation of the ongoing CCY projects, especially with a lens to cost efficiency and possible local partnerships.

3) Lead and follow closely the organizational plan for 2025 and any adaptations to changing circumstances.

Security constraints:

The security situation in Aden (where the staff is expected to spend 50 to 70% of her/his time) remains unstable and volatile notwithstanding the distance from frontlines. Risks related to high proliferation of weapons, radicalization and potential jihadi attacks remain significant. Due to the above, movements for international staff remain highly constrained, with a limited number of public places (some cafes, restaurants and supermarket) validated for movements during daytime. Curfew time is at 10:00 PM.

SI WILL OFFER YOU

A salaried position:
According to experience, starting from EUR 3080 gross per month (2800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

The GH offers good levels of comfort, all rooms are individual and spacious. Common spaces include TV, pool table, gym material. Food availability is sufficiently diverse. There is a female friendly flat.

Education / academic background:

BA minimum

Minimum 3-4 years in the humanitarian sector. A first experience on a similar position would be an asset.

Language:

1. Fluency in written and oral English mandatory
