Solidarites International (SI) has been intervening in Yemen since 2017, targeting approximately 250,000 beneficiaries annually through FSL, WASH and emergency shelter interventions. The country mission has a mean staff strength of 143annual project portfolio of EUR 12 million. The country office is in Aden city in the South, with 2 regional field offices (one on the Red sea West Coast and one in Central Taiz governorate) and the emergency alert unit based in Aden and responding to emergencies within the protracted emergency across several governorates in South Yemen.
WASH is the largest portfolio employing over 35 engineers and public health technicians in the 3 bases, each team led by a WASH Program Manager under the line supervision of a Field Coordinator and the technical support of the WASH Coordinator based in Aden and travelling to bases frequently.
SI country strategy 2022-2025 outlines a double nexus logic of intervention to the protracted emergency in the country, namely; emergency alert response or providing multi-sectoral response to shocks, early recovery or provision of dignified living conditions to affected populations and thirdly, resilience or rebuilding and strengthening conflict affected communities. Currently SI is implementing project activities under the full double nexus prism, having initiated a 3 -year innovative resilience WASH project on the West Coast in 2020. The project focuses on water security challenges, notably seeking to contribute towards restoration of pre- war ground water data collection and monitoring and rebuilding capacity of communities and local government institutions. In this regard, SI has built for itself a high profile of collaboration wit h Government WASH agencies, the Yemen WASH Cluster and a formidable partnership with communities across the various program areas.

The WASH coordinator contributes to the development of Solidarités International strategy by proposing a sector-based strategy in the field of WASH.
He/she specifically guarantees the quality and suitability of proposed technical approaches and ensures the appropriateness of WASH activities and general SI objectives to the needs of the local populations.
He/she coordinates the project cycle and more particularly the operational monitoring of WASH programs implemented in the intervention country.
He/she contributes to the process of capitalization and the improvement of Solidarités International methods and techniques in the field of WASH.
Priorities for the 2/3 first months
- Technical support to the PM in the roll out of the 3 year Resilience WASH Project in Al Mokha (WEST COAST) including the initiation of a new WASH NFI Voucher system; guiding deep technical water supply studies and review of design packages; ensuring professional management of the ongoing ground water monitoring and information system jointly with the relevant government authority, NWRA, and consolidation of a robust community and hygiene promotion engagement methodology, CAP- Community Action Plan.
- Significant contribution to the next round of project proposal writing as well as donor reporting.
- Sustaining the high SI profile and tempo on the Yemen WASH Cluster and collaboration with MoWE-Ministry of Water and Environment with its affiliate authorities from ministerial level in Aden to meso levels in governorates (provinces) and local levels in districts.
Education and experience
- Minimum University Degree in Civil Engineering, Water/Hydraulic Engineering.
- International experience as WASH Coordinator
- A solid international experience as Program Manager in a large humanitarian operation with a large WASH portfolio may be considered.
- Solid experience in proposal development, project design and implementing/ supervision of both resilience and emergency projects is mandatory.
- Demonstrable technical skills in conception, design and review of community and public water supply and sanitation facilities and schemes is mandatory. Experience in design of small scale solar water pumping schemes is an asset.
- Prior substantial experience in unstable environment (conflict / post conflict country).
Knowledge and technical skills
- Good understanding of the interface between Water Security or Water Resource Management (WRM) and emergency water rehabilitation and supply operations.
- Knowledge of the emergency –recovery-resilience continuum in WASH programing.
- Knowledge of humanitarian accountability frameworks including SPHERE and CHS and their application to WASH and Shelter activities and services.
- Knowledge of WASH -in – Health and WASH in schools as well as emergency shelter, and good understanding of Hygiene Promotion and WASH synergy with FSL preferred.
- Computer and IT skills a must, with working knowledge of AUTO Card or related design software.
- High proficiency in drafting Terms of References – Agreements, Contracts, consultancies.
- A demonstrable passion and capacity for technical staff capacity training and coaching, including capacity to develop or adapt and deliver modules tailored specific skills.
- Fluency in English
- While not mandatory, Arabic is an asset
- Exposure to working context in a Middle East or Arab country is an added advantage.
SI WILL OFFER YOU
A salaried position According to experience, starting from 2400 euros gross per month (+ 10% annual leave allowance paid monthly ie 2640 euros gross) and a monthly Per Diem of USD 750.
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months spent in the field.
Social and health cover Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
The Wash Coordinator would be accommodated in Aden. The living conditions in Aden are quite good even though movements are very restricted (early curfew and most of the city being considered as no-go or restricted areas). Trips to the field is possible for expatriates under certain condition but are limited to keep the presence of international staff low profile.
SECURITY:
The situation in terms of security remains tense in Aden and its surrounding Lahj governorate, due to the proximity of the frontline, the political unrest and the presence of different armed groups (STC, IRG) but also Jihadist groups as IS and AQAP. Main identified threats for Aden are crossfire (wrong location at the wrong moment), kidnapping or hostage taking (even though there is no proven history of kidnapping of expatriates), crowd mob and road accidents.
Covid 19 :
SI recommends vaccination against Covid-19, using WHO approved vaccines. If possible, the vaccination should be done before departure in order to reduce the logistical constraints once on the ground.
