Youth Education Program (YEP) Coordinator At Institut Européen de Coopération et de Développement

IECD (Institut Européen de Coopération et de Développement**)** is a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises and access to education for the most vulnerable. In Lebanon, IECD has been operating in the country since 1988 and opened a regional office in Beirut in 2007.

Semeurs d’Avenir (SDA**)** is a Lebanese association, created in 2010, registered under the number 1905. It is the operational partner of IECD in Lebanon.

The program seeks to support a favorable protection environment for Syrian youth refugees in Lebanon through education. In line with the strategic objectives set out in the LCRP, SDA, with the support and expertise of its partners, seeks through this project to increase the access to education of vulnerable youth of host and refugee communities. It is achieved through a comprehensive approach including vocational trainings and tertiary education. The program is addressing several issues faced by youth in the educational sector, by providing Lebanese and Syrian refugees NEETs with short vocational trainings in dynamic fields to ensure fast integration in the job market through decent work and by delivering scholarships to qualified Syrian students alongside a guidance program to reinforce their skills and knowledge, allowing them to pursue their higher education projects.

Semeurs d’avenir wishes to recruit a program coordinator for YEP to take over from the program coordinator currently in place.

MISSION

Under the responsibility of the livelihood program manager, the Youth Education Program (YEP) coordinator will be responsible for the following:

Management of partnership relationships

• Maintain collaboration and good relations with the donor (UNHCR), the implementing partner institutional partners and all stakeholders involved in the program

• Participate in the development of new collaboration opportunities, for complementary activities, opportunities of graduates, funding, strategy…

• Represent SDA & IECD in external meetings with stakeholders.

• Stay up to date with the rules and procedures required by the donor.

• Maintain periodic meetings for overall program updates and communication to identify risks and opportunities and cross-project initiatives between the two components of the program

Coordination and monitoring

• Work closely with project managers to plan and develop scope, deliverables, required resources, work plan, budget, and timing for new initiatives

• Constant follow with the DAFI partner, making sure implementation is timely, on track and following to the agreed upon procedures and objectives

• Constant follow-up with the project managers on the vocational trainings for quality implementation and for reaching objectives

• Constant communication to the donor on implementation progress and alerting any foreseen changes.

• Analyze, evaluate, and overcome program risks, and produce program reports for management and stakeholders

Budgeting and reporting

• Develop budget for the program and be accountable for delivering against established objectives

• Monitor the expenses progress vs budget and take actions and communicate where needed

• Organize a clear schedule for the frequent donor reporting (at least 5) throughout the year

• Coordinate SDA & IECD team members to ensure timely and accurate reporting (descriptive, financial, goods, …)

• Examine the DAFI partner reports making sure to have transparent, accurate reports following the rules and procedures

Team management

• Recruitment, management, retention and training of the project team (up to 7 persons): skills and knowledge transfer, capacity building

• Team leadership and internal communication

PROFILE

Education:

• Master’s in political science, educational sciences, business, economics/management

Experience:

• Around 10 years of work experience, including at least 5 years in project management, ideally in an international solidarity organization in Lebanon

• Experience in team management and coordination

• Experience with UN agencies is highly recommended

• Experience in a multicultural context is a plus

Skills & qualities:

• Arabic language mandatory

• Good oral and writing skills in English mandatory / French is a plus; ability to write reports in English is key

• Good interpersonal communication with stakeholders and vis-à-vis public and private partners

• Organized, reliable, meticulous and pays attention to details

• Autonomy, dynamism, proactivity; responsiveness and flexibility

• Be organized, capacity to strictly respect deadlines

• Teamwork, team coordination, organization, and leadership skills

• Strategic vision of the program

• Ease of work on Excel is required, at ease with figures

• Excellent management of MS Office applications (including Excel for financial management)

• Knowledge of the Lebanese context essential and the refugees’ situation

• Understanding of higher education context and scholarships, especially for refugees is a plus

• Understanding and / or appeal for education and vocational training issues, is a plus

• Adherence to SDA/IECD values

CONDITIONS

Under the responsibility of the livelihood program manager

Location: Beirut with regular visits to the offices in in the regions

Position dates: November 2021 for a period of 12 months renewable

Contract: One year work contract
