1. Background

The Danish Refugee Council (DRC) has been providing relief and development services in West Africa since 1998, and in Latin America and the Caribbean since 2011. Using a human rights-based framework, the DRC WAAM (West Africa and AMericas) regional hub focuses on people affected by displacement, including refugees, internally displaced people, migrants, and host communities in the following countries: Burkina Faso, Cameroon, Colombia, Mali, Venezuela, Niger, Nigeria, Tunisia, Chad.

Under the leadership of the Regional Executive Director, the WAAM Regional Hub oversees, supports, and provides strategic guidance to DRC country offices in the regions listed above. The WAAM Regional Office also supports multi-country projects and non-operational initiatives, with a focus on protection analysis and displacement trends, civil society engagement, and displacement-related advocacy and policy initiatives.

The DRC portfolio in the WAAM region covers all key DRC sectors (Protection, Economic Recovery and Peacebuilding, and Wash/Infrastructure) across the entire response framework (emergency response, durable solutions and root causes).

A dedicated Multi-Country Grants and Operations department was established in February 2021, with cross-border and multi-country projects as well as regionally held grants. The regional multi-country portfolio consists of multi-year, multi-country programs (including consortiums) that operationalize the triple nexus and localization in strategic partnerships with local/international actors and integrate several sectors (economic recovery, protection, peacebuilding).

2. Purpose of the position

Based at the DRC Regional Hub for West Africa and the Americas (hereinafter WAAM), the Grants Management and Multi-Country Operations Specialist is a key member of the Multi-Country Operations Department. She/he collaborates closely with technical experts, operational support and program teams from DRC and partners in the countries and the regional hub. Country offices are responsible for the quality implementation of regional projects in their countries; and the Grants Management and Multi-Country Operations Specialist works in support of country offices where multi-country projects are implemented.

She/he contributes to monitoring the implementation of multi-country projects, including monitoring activities, target achievement and budget consumption by DRC and partners, by providing technical support in funding management and project cycle management. She/he contributes to the development and review of quality reports for multi-country donors covered by WAAM. She/he also helps strengthen strategic partnerships, create tailored communication and advocacy products. She/he supports the implementation of activities under WAAM’s responsibility as well as the organization of internal and external regional events of the program.

Based in Dakar, the position requires travel to the countries of intervention, approximately 20% of the working time of this position.

3. Responsibilities

Under the supervision of the Regional Projects Manager (RPM), the Multi-Country Grants and Operations Management Specialist will have the following tasks:

Grant management:

  • Monitor and coordinate donor reporting schedules and requirements, as stipulated in contracts, through the preparation of a scalable steering framework, ensuring that all relevant staff and partners are informed of their obligations.
  • Ensure regular updates of the DRC grant management tool (via DRC Dynamics).
  • Oversee, coordinate and consolidate the timely drafting of donor reports and project proposals with program teams.
  • Ensure the monitoring and archiving on SharePoint of contractual and official information relating to the grants concerned.
  • In coordination with the relevant teams, contribute to the design, maintenance and information of internal procedures, systems and tools facilitating DRC’s compliance with the contractual obligations of lessors, including in terms of communication.
  • Contribute to the collection and centralization of information on new funding opportunities, calls for proposals and donor guidelines.

Operations:

  • Provide technical support remotely and during field missions to countries and partners on project management (budgeting, planning, implementation, MEAL and project review).
  • Contribute to the organization and implementation of project activities carried out by multi-country operations.
  • Contribute to the review and/or development of donor or partner reports, budgets and amendments, in coordination with regional and country teams, partners, and according to the priorities defined with the RPM.
  • Work with the RPM to ensure regional reporting workflows and deadlines are met by country teams and partners.
  • Participate in the organization of regional project kick-off and closing meetings, project reviews, monthly meetings and external events.
  • Draft and/or revise communication and advocacy products based on information from country/regional teams and partners, according to priorities defined with the RPM.
  • Ensure compliance with DRC and donor communication guidelines.
  • Provide support in liaison and coordination with DRC program and support teams at the regional hub and in country offices to facilitate the implementation of multi-country projects.
  • Manage the monitoring of contractual and official information with lessors, only if necessary.
  • In coordination with the relevant teams, design, maintain and inform internal procedures, systems and tools facilitating DRC compliance with the contractual obligations of lessors.
  • Contribute to partner due diligence mapping and assessment (DDA) processes and partnership management within the Multi-Country Operations department.

4. Required qualifications

  • Master’s level and/or Bac +5 in social, political, legal or economic sciences, management, international development, or in any other field relevant to the position
  • At least 3 years of prior experience in project management and/or funding management.
  • Proven experience and ability in operational management
  • Experience working with partners and/or managing partnerships
  • Experience and good understanding of institutional fund management
  • Prior knowledge and experience in Central Sahel contexts
  • Ability to work independently and under pressure, and proactive in seeking action points and solutions
  • Sense of priorities and excellent personal organization
  • Strong communication and interpersonal skills
  • Fluency in French, reading, writing, speaking
  • Excellent computer skills: Outlook, Word, Excel, PowerPoint, Canva
  • Professional proficiency (written and oral) in English

  • Gross salary: 2,124,184 FCFA per month
  • Benefits: Meal allowance (49,200 FCFA/month), Transport allowance (26,000 FCFA/month), 100% medical coverage, 13th month bonus

7. General Regulations

  • The employee must follow the DRC’s instructions regarding security, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Responsibility Framework.
  • The employee must not engage in any other paid activity during the term of their contract with the DRC without receiving prior authorization to do so.
  • The employee shall not engage in any activity that could harm the DRC or the implementation of any project during the term of the contract with the DRC.
  • The employee must not give interviews to the media or publish photos or other documents related to the project without prior authorization.
  • The employee must return all equipment borrowed for the project to the DRC after the end of the contract period or upon request.
