1 Advisor to the Head of Mission based in GONAÏVES – Level 12 At Doctors Without Borders

In collaboration with the Head of Mission and the coordination team, participates in the analysis and monitoring of the humanitarian context and the security situation. Advises, participates in, and, upon request, represents the Head of Mission with relevant national partners/stakeholders. Helps the mission understand the current and constantly evolving environment, power structures, and changing dynamics. Contributes to the development, implementation, and maintenance of a networking and communication strategy, ensuring contact with authorities, local communities, and external actors. Participates in and advises the Head of Mission in the preparation of overall operational planning, including the review and updating of the national policy and action plan.

Briefings:

• Inform all incoming IMS and newly recruited LRS about the context and risks of mission work in Haiti.

Contextual monitoring:

• Actively monitor the political context in Port-au-Prince and in the areas covered by OCA.

• Provide detailed briefings on state actors (armed forces, armed groups, vigilante brigades, politicians) and non-state actors (economic elites, military factions, religious networks, etc.);

• Conduct prospective exercises on political scenarios (risk of coup d’état, fragmentation of armed groups, impact of sanctions, etc.);

• Mapping parallel systems: who actually controls access, resources or information, beyond official structures, etc.

• To monitor and analyze the movements, alliances, splits and rivalries of armed groups.

• Map the intermediaries of influence that condition secure access.

• Identify rumors, misinformation, frustrations or unmet expectations regarding MSF.

• Continuously monitor the security situation in OCA’s intervention areas, outside of Port-au-Prince, in accordance with the intersectional map (with the distribution of geographical areas by MSF section).

• Work with the communications team to continuously monitor the perception of MSF and its potential impact on the safety of staff and operations.

• Ensure access to real-time information and good knowledge of MSF by local actors (sharing information in WhatsApp groups, etc.).

• Prepare weekly and monthly reports on the security and political context.

Drafting information/profile reports on the various stakeholders; Project support;

• To serve as a model for LRS regarding the understanding and application of the code of conduct.

• Organize and lead weekly meetings with PC support and HOM support to maintain a consistent overview of contextual changes;

• Writes up meeting minutes and shares them with the team. This includes coordinating with counterparts from other sections.

• Provide technical support to project coordinators for security monitoring in their areas of intervention;

• Replace the project coordinator in case of absence, if necessary.

Network development (political contacts and those related to security management):

• Work with PC support to develop and maintain a network of contacts beyond traditional stakeholders who can help us better understand the security context, including local merchants, biker unions, taptap association presidents, midwives, etc.

• Update the stakeholder maps (official armed forces, armed groups, private sector, government officials, etc.) on the various relevant online platforms. Inform and train (if necessary) PCs and PC support staff on their use and editing rights.

• Maintain an up-to-date contact list (security and policy areas).

Security protocols:

• Participate in the development and drafting of MSF security protocols (curfews, validated zones).

Mapping and movements:

• Collaborate with the GIS team to monitor the appropriate use of the ARcGIS system in OCA projects: ensure that PC Support handles incidents in their coverage areas and that the project uses this information to make safe and operational decisions.

• Participate in the validation and monitoring of MSF vehicle movements and their tracking in collaboration with the radio room.

Contact and incident management:

• Is present for the security supervision of high-risk activities (explosive missions, escorting road movements and medical activities in sensitive locations)

• Ensure the monitoring, preservation and updating of contacts and meeting reports.

• Systematically record security incidents affecting MSF’s mission and intervention areas in a database.

• Archive and retain relevant information.

MSF representation and external meetings:

• Negotiate MSF’s safe access and respect for its activities, staff, facilities and medical vehicles.

• Promote respect for patients and their right to access care.

• Conduct sensitive conversations with local authorities to defuse tensions

• Participate in the organization and facilitation of meetings with external stakeholders to negotiate access and the proper implementation of our medical activities.

Selection profile:

Education : University degree.

Experience : Essential experience in Haiti. Desired experience within MSF as a HAO, PC, Dep HoM or HoM.

Languages : Creole, French essential, English is a strong asset.

Skills : Proven ability in analysis, networking, and negotiation
