About TDA:
The Day After is a Syrian-led organization that works for democratic transition in Syria. TDA works with its partners among Syrian CSOs and international human rights organizations to influence Syrian and non-Syrian stakeholders for the favor of the democratic transition and to keep transitional justice and accountability as a high priority during transition.
Through its programs, TDA aims at strengthening the capacity of key civil society actors working on transitional justice and rule of law as well as representatives of victims of human rights and amplifying their voices within policy debates through developing widely supported, evidence-based recommendations and channeling them to the negotiating parties and other stakeholders. We pursue this mission simultaneously through “bottom-up” and “top-down” strategies to ensure that transitional justice is not dropped off the negotiations. In addition of ensuring that relevant stakeholders are informed and demonstrate deep understanding and support of accountability and transitional justice related issues, TDA aims at empowering the local communities to be resilient and adopt principles of transitional justice.
Overview and Purpose
TDA is seeking competitive proposals from qualified and interested capacity building providers with proven experience in providing training and technical assistance (preferably physical) that will present the fundamentals of Project Cycle Management and M&E reporting, adopting the results-based management approach with practical applications of concepts and methods. The course must provide our colleagues with tools, techniques and resources needed for designing, planning, organizing, implementing, monitoring, and evaluating development projects, by providing the following topics:
- Problem analysis
- Project Objectives
- Design of activities
- Stakeholders Analysis
- Risk Analysis & mitigation
- Implementation
- Effective management techniques.
- Effective communication
- Results Based Management approach to M&E:
- What are results and why they are important
- Results Based Management and the difference between more traditional management approaches.
- An introduction to the results chain.
- The logical flow and causal relationship between different components of the results chain.
- How to produce results statements, performance indicators, baselines, and targets (it is important to emphasize why those are useful for program staff, and elaborate ways where they could gather evidence to measure their indicators in how they organize their information and data).
- Characteristics of strong indicators, and how to use baselines and targets to measure performance.
- The importance of identifying assumptions and risks (risk matrices, how to position assumptions in the result chain).
- Monitoring systems and the role of evaluation (how they are related, how they differ).
- How to build a culture of RBM at every organizational level.
- Results based Reporting.
The course must emphasize Practical skills. Plenary presentation & Group Work with the use of templates, and practical tools will be supplemented with Knowledge Transfer Activities that each employee may develop and implement in his/her work.
At the end of the course, our colleagues must become familiar with the methods and tools to design, monitor, and evaluate a development project. They should learn the steps required to design a project using the logical framework, elements of a good project proposal and the components of an effective monitoring and evaluation plan. They also should have an improved understanding of how M&E can improve the quality of their projects while promoting learning and accountability.
Trainer Required Skills and Experience:
- Valid trainer certificate from institutions in the field of PCM.
- Has a proven professional experience in delivery of PCM trainings.
- Experience in project proposal preparation, project management and monitoring and evaluation of projects.
- Relevant experience in training Syrian NGOs is preferable.
- Fluency in written and spoken Arabic and English.
