Monitoring and Evaluation (M&E) Officer At World Vision

Job Overview
We are seeking a Monitoring and Evaluation (M&E) Officer (0.9 FTE) for a contract position of 54 months. The position is subject to competitive funding via the U.S. Department of Labor grant call: FOA-ILAB-21-10: Promoting Safe and Healthy Workplaces in Honduras, Guatemala, and El Salvador. Working remotely (with international travel between Honduras, El Salvador, Guatemala, and potentially Washington D.C. required), the applicant will oversee M&E responsibilities for a multi-stakeholder occupational health program addressing the epidemic of Chronic Kidney Disease of non-traditional Causes (CKDnt) and COVID19 in the agricultural and textiles sector.

Key Responsibilities

  • a pre-situational analysis/needs assessment to inform project strategy and targets;
  • development and implementation of the PMP, which includes collection, reporting, and analysis of
    data on project-specific and US Department of Labor required performance indicators;
  • development of project-specific indicator definitions;
  • baseline and follow-up surveys for key outcomes;
  • development and refinement of a Sustainability Strategy with its own specific theories,
  • assumptions, and indicators to measure and report progress, including a Stakeholder Register and Risk Management Plan;
  • evaluations, studies, or other learning/accountability activities, such as behavioral intervention
    studies, action research, externally conducted midterm and final performance evaluations, or posthoc evaluations to pursue specific evidence-building activities that will help advance LIN’s institutional learning; and
  • ensuring adequate M&E staffing capacity to support monitoring activities throughout the project’s
    period of performance; and
  • an end-of-project analysis of PMP indicator data and final outcomes;

Qualifications

  • Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, or related field. (If qualifying with a Bachelor’s degree, it is preferred that the candidate also hold an advanced certificate in M&E, statistics, or economics.)
  • Minimum of five years of professional experience in a senior M&E position
  • Experience implementing M&E activities of international development projects with experience in
    strategic planning and performance measurement, including indicator selection, target setting,
    reporting, database management, and developing M&E and performance monitoring plans.
  • Proven success in designing, implementing, and operating project M&E systems from project initiation to closeout stages, including experience building and maintaining working relations with stakeholders.
  • Fluency in English and Spanish (written and spoken) required. Must be able to produce high quality reports in English in a timely fashion.
  • Experience working with vulnerable communities such as the Honduran, Guatemalan, and El
    Salvadoran agricultural worker communities.
  • Experience developing, implementing and refining data collection tools.

Assets

  • Knowledge and experience of the public health/international development sector, specifically
    involving non-communicable diseases.
  • Demonstrated ability through previous experience with data quality assessments and oversight,
    developing and refining data collection tools and analyzing data, and managing and providing ongoing training to M&E field officers and/or subgrantees.
  • Experience in planning and managing surveys and gender-related analysis.
