Position Summary:

Creative isrecruiting for an anticipated USAID regional programto mobilize private sector-driven solutions toaddress key development challenges, by building upon existing systems and networks to facilitate new or strengthened alliances and to mobilize Salvadoran and international private sector investment. The program will address key barriers to trade, investment, and access to capital, as well as to facilitate job creation for likely migrants, and support initiatives to prevent crime and violence andgender basedviolence.Thisis regional program with operationsin El Salvador, Guatemala, and Honduras with the base of operations in El Salvador.

The MEL Manger will be responsible for directing, managing, and overseeing all monitoring, evaluation, research and measurement activities, focusing on monitoring activities, tracking of program results, creating systems of evaluation and operationalizing training, and changes, where necessary. In this capacity, the MEL Manager will design data collection procedures, tools, and process as well as oversee data collection efforts. In addition, the MEL Manager will plan or oversee learning activities to disseminate knowledge created through data analysis and research efforts.

Reporting and Supervision:

The MEL Manager will report to the Chief of Party (COP) or the Deputy Chief of Party (DCOP) and will supervise project MEL staff.

Expected Outcomes:

Ensure data is accessible, interpreted, and communicated effectively to provide an evidence base for project design and adaptation;
Contribute to a growing body of knowledge related to project sectors and development challenges;
Develop and implement systems tot effectively monitor, evaluate and report project performance in accordance with USAID regulations and Creative policies and practices; and
Achieve component deliverables.

Responsibilities

Primary Responsibilities:

Lead and manage all major MEL tasks related to the project, including: designing, monitoring, and evaluation processes, strategies and tools, setting learning agendas, designing research studies and training staff and counterparts on data capture, collection and evaluation;
Create and roll-out a comprehensive M&E plan, including collection, evaluation and reporting against project deliverables, outcomes and targets;
Ensure quality and accurate compilation of data and database management;
Manage and oversee M&E program staff, building technical and operational capacity to manage and implement critical and detailed processes; and
Promote knowledge generation, capture, and sharing through the company’s operational business processes and systems by integrating knowledge and information systems. Qualifications

Required Skills & Qualifications:

Minimum Bachelor’s degree in relevant social sciences required; Master’s degree preferred;
Minimum eight (8) years of experience in monitoring and evaluating programs.
Demonstrated experience in monitoring results and indicators of development outcomes, learning outcomes, economic growth, and community engagement is preferred.
Strong research and qualitative data analysis skills e.g. context analysis;
Demonstrated analytical ability and experience in report writing;
Excellent record keeping, and documentation skills are required;
Experience and comfort developing and delivering trainings with diverse participants;
Strong communication skills;
Knowledgeable about USAID rules and regulations, previous experience working on USAID-funded projects is preferred.
Existing work authorization in El Salvador preferred;
Proficient and fluent in English; and
Native proficiency in Spanish is required.
