About ONSUR:
International Association for Relief and Development (Onsur) is a non-governmental organization registered in Turkey N° (27-018-178) dealing with the Relief and development projects through the empowerment of local communities to ensure a decent life, Founded at the beginning of 2012. ONSUR works through the main office is located in Gaziantep’s province Turkey, in addition to execution offices in Syria, Lebanon, Iraq, Yemen, and Turkey
The program manager is responsible for the design and implementation of ONSUR’s programs portfolio under the strategic direction and oversight of the CEO and Program Stakeholders.
He or She is responsible to manage and coordinate activities for all the different program departments and for the overall success of Onsur programs, setting up and implementing programs strategies, management and coordination of all program activities under one umbrella, to achieve greater coherence between, and consolidation of, individual activities, mainstreaming, smarter administrative, contracting and management processes.
Duties and Responsibilities
- Manage the overall work of the Program department in its various functional areas of Program Resource Management and analysis, Finance and Accounting, Human Resources, Procurement, Contracting, Risk Analysis, and donor & partners Relations.
- Initiate and set goals, planning and developing programs from start to completion, set deadlines, milestones, processes, risks, and operations, and evaluating their success according to Onsur strategic objectives.
- Setting up and implementing programs strategies, fundraising to completion, and delivery.
- Search for potential Donors and Partners to develop projects and activities. There are two main general strategies to fundraise. The first is to design projects in relation to specific calls. The second is to design projects that matter to Onsur and the community and then contact potential donors asking whether they could become your partners independently from existing calls for project proposals.
- Allocate the right resources, supplies, for the staff, temporary workers, and volunteers to complete their responsibilities in a safe environment to their highest potential, and propose an annual strategic training plan for the enhancement of employee capacity building of national and international partners.
- Design financial and contractual mechanisms for the Country Office according to donor /stakeholder best practices.
- Provide periodic presentations and accurate information to Executive Manager and key stakeholders on programs implementation, progress, implementation issues, results achieved, lessons-learned, risks, and other relevant information required.
- Supervise and coordinate with the Executive Manager and Monitoring and Evaluation Department (M&E) the preparation of key substantive reports and analyses required for the planning, management, monitoring, and evaluation of resources utilized for each project under donor/partner funds.
- Supervise, assess performance, and promote staff under position holder direct responsibility, provides necessary coaching and leadership to ensure quality and efficient services are delivered to beneficiaries, under donors and partners guidelines.
- Raises awareness of ONSUR programs, services, and spread the word about ONSUR overall cause utilize essential interpersonal, communication, social media, and listening skills.
- Build good relations with stakeholders to the highest ethical standards. Identify their strategies that benefit and complement the mission and vision of Onsur.
- Understands and communicates information regarding Onsur, services, policies, and procedures to new and existing stakeholders.
- Apply alternative management approach and structure for the programs department.
- Enforce country regulations and laws.
- Performs other related duties assigned by Executive Manager.
- Manage Grants with other departments:
- Finance department all phases of financial planning, implementation, and completion
- Logistic and Procurement department all procurement, inventory management, and deliveries.
- HR to provide all necessary skills.
- Prepare grant financial, contractual documents and reports to be submitted for approval by the CEO while monitoring and evaluating reviews as well as internal and external auditing including reporting to donors, partners, and government counterparts.
- Record keeping; documentation; reviews and completion for each grant.
Degree Requirements.
- Managing ONSUR Program Department requires a high level of managerial skills, as well as a deep understanding of the socioeconomic and political context in which they operate.
- At least Bachelor’s degree in Social Science, Business Administration, Public Administration, or relevant development discipline within International Organizations, Non-Governmental Organizations, Donors, Specific assets if worked in humanitarian context in conflict and post-conflict areas.
- Minimum 5 years of relevant work experience, within a governmental, multilateral, civil society organization, or donor in a multi-cultural setting. The incumbent must have 2 or more years of progressive responsibilities in fund management or program/project management.
- Fluency in English and Arabic language, Turkish is a desirable asset.
Job Requirements Related to the Syrian Conflict
- Is a Turkish national
- Familiar with the regional conflict, regional, INGOs, Nontraditional donors, and stakeholders.
- Fluent in Arabic and English languages, the Turkish language is a definite plus.
- The ability to travel in the region.
- Professional experience in Project Cycle Management (PCM).
