General Description of the Programme:
GOAL an International Humanitarian Organization has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.
GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.
GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.
GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.
Job purpose:
Based in Hatay and working under the supervision of the Liaison Coordinator. The Liaison Officer will be supporting the smooth and timely implementation of the GOAL Turkey Program activities in Turkey. S/he will heavily be involved in advocacy and lobbying activities to ensure obtaining field work permissions for GOAL Turkey programs by establishing and maintaining transparent, trust based and strong relationships with relevant general directorates and ministries stakeholders such as general directorates, ministries, relevant state agencies and provincial directorates in Turkey.
Duties, objectives and competencies
- Develop and maintain relations with the related Ministries (i.e. MoFLSS, MONE, etc.) to liaison and lobby for the permissions / documents required for the GOAL Programme’s activities.
- Support GOAL Programs in the implementation of the projects by liaising and coordinating with area and Ministry level authorities, and other appropriate local authorities on all matters relating to the GOAL staff members and assets, as well as the activities of GOAL.
- Support the smooth running of the activities through maintaining a constructive and inclusive relationship with concerned authorities, partners, and other agencies.
- Meet with the representatives of the different administrative services as often as necessary to obtain necessary permissions and MoUs for the implementation of the projects.
- Keep Liaison Coordinator informed of any changes in the administrative procedures for obtaining key documents and permissions.
- Provide Liaison Coordinator with regular updates analysing Turkey’s emerging political, socio-economic, and administrative developments.
- In coordination with Liaison Coordinator, maintain and develop day-to-day contacts with key authorities and ensure the prompt sharing of information, conclusions, or messages.
- In coordination with Liaison Coordinator, share relevant information with national and local authorities regarding planning, programme implementation and monitoring.
- In coordination with Liaison Coordinator, ensure GOAL’s programme implementation plans and priorities are disseminated and understood by relevant authorities.
- Ensure adherence to internationally recognized protection principles, standards, and relevant international and local regulations.
- Ensure adherence with GOAL’s code of conducts and other internal policies i.e. on confidentiality, safeguarding, equality, diversity, and inclusion including the GOAL’s commitments to the protection from sexual exploitation and abuse (PSEA).
- Work with supervisors and peers in harmony to achieve GOAL Turkey’s service plans, objectives/targets.
- Participate in one to one performance development reviews/appraisals and contribute to the identification of own development needs.
- Ensure full compliance with the GOAL’s health and safety policy and all locally agreed safe method
Requirements (essential)
- Turkish Citizenship
- University degree in a related field e.g., political science, social sciences, and public administration, international relations etc.
- At least 1 year work experience in government and liaison management.
- At least one-year experience liaising with governmental departments at local and state levels.
- Experience of participation in humanitarian coordination mechanisms.
- Thorough knowledge of Turkish legislation, procedures, guidelines, and information channels relevant to the field of work.
- Strong diplomatic skills, sense for political and other sensitivities. Excellent understanding of socio-political developments in Turkey.
- Strong organizational skills and experience in public administration.
- Strong communication skills, both verbal and written, in English and Turkish.
- Takes initiative, prioritises well, works under pressure, and manages time and tasks effectively.
- Attentive to details.
- Decision-making skills and problem-solving ability
- Demonstrates strong negotiation, advocacy, and diplomacy skills.
- Understands and is committed to diversity and equality and treats everyone with respect.
- Working knowledge and practices with Word, Excel, Outlook, etc. required.
