WASH Services Assessment of Rural Water Supply Systems in Tajikistan “Tajikistan Water Supply and Sanitation Project” (TajWSS) Project, 2018-2022 At Oxfam GB

Oxfam in Tajikistan invites qualified consultants or firms to submit proposals to conduct a WASH Services Assessment of Rural Water Supply Systems in Tajikistan.

Eligibility: Consultant could be of any nationality with a strong background in civil engineering, finance and environmental science. A partnership with a local Tajik experts is highly recommended.
The Consultant can be a firm or group of firms with relevant project experience related to preparing Feasibility Studies in the water and wastewater sector preferably in Tajikistan and/or CIS countries.
Qualifications:
• Lead consultant (international) with a university degree or equivalent qualification with a minimum of 15 years professional experience in the field of water supply, with comprehensive experience of similar assignments in Central Asia or the CIS, and sanitation as well as in institutional and commercial management of water utilities. He/she should demonstrate management and administration experience, including experience with procedures of international donor agencies (preferably SDC procedures). Due to Covid-19 pandemic and the complexity of local level work, it is highly recommended to ensure a presence of the lead consultant or their local team in the country during the three months of intensive work on preparation of the Feasibility Study
• Technical water and wastewater engineer with 10 years of experience (local);
• Financial analysts with 10 years of experience of due diligence of water utilities and extensive financial modelling experience (local)
• Environmental impact assessment and planning experts with at least 7 years of experience in water and sanitation sector and experience (local)
• Social Impact Assessment expert with recent track record in the region (local)
• Advance/proficient knowledge of English, knowledge of Russian or Tajik is an asset
The lead consultant should integrate local professional skills/cooperate with local consulting companies, in order to provide national experience. The lead consultant shall be fluent in English (Russian/Farsi is an asset) and engage local staff with translation/interpreting when necessary. All local experts should be fluent in English and Russian/Tajik to communicate with the lead consultant and must be independent and free from conflicts of interest in the responsibilities accorded to them.

Submission Requirements: In order to determine the capability and experience of Consultants seeking to be selected, the information submitted should include the following:
(a) An expression of interest (letter) with a proposed methodology and budget (2-3 pages). The methodology shall include an outline of the sustainability assessment framework proposed.

(b) brief overview of the firm including company profile, organisation and staffing (2-4 pages);

(c) CVs of key experts (3-5 pages) who could carry out the Assignment detailing qualifications, experience in similar assignments, particularly assignments undertaken in the previous five years, including information on contracting entity/client, project location/country, duration, expert months provided, assignment budget, main activities, objectives.
