General Description of the Programme/GOAL

Established in 1977, GOAL is an international humanitarian agency, with a team of 2,400 personnel, dedicated to alleviating the needs of the most vulnerable communities. Currently operating in 13 of the world’s most vulnerable countries, GOAL delivers a wide range of humanitarian and development programmes, ranging from humanitarian relief in disaster situations, to focusing on nutrition, food security, and building greater resilience and sustainable livelihoods.

GOAL Global has an annual budget of an estimated €150 million and is supported by a range of donors including the Governments of Ireland, UK, USA, the European Union, individuals, trusts and foundations. GOAL values the power of partnership and works with local and international partners to achieve its mission.

GOAL Turkey began implementing humanitarian programmes in 2016, contributing to the national refugee response framework which affirms the human rights of refugees and migrants, advocating for support where it is most needed. Our project, LINK II targets the most vulnerable and excluded refugees, specifically migrant seasonal agricultural workers, and members of nomadic/semi-nomadic groups such as Doms and Abdals, to reduce, remove or prevent protection risks, until lasting solutions for their protection are found. In addition to the LINK programme, Goal Turkey implements a BPRM funded project, ‘GREEN – Inclusion of Vulnerable Refugee and Turkish Women’, which aims to improve the socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women from host and refugee communities.

Job Purpose

The Country Director for GOAL in Turkey will report to the Regional Director for the Middle East. The GOAL Country Director (CD) has overall accountability for all GOAL’s work in-country and is responsible for context specific programming and is the main contact for donors and to GOAL’s HQ.

General:

  • Responsible for securing and responsibly growing the portfolio within the Country. The CD leads the process for updating and implementing the Country Funding Strategy; proactively engages existing and future donors.
  • Responsible for aligning the country programme to GOALs Global Strategy through development and implementation of five to 7 years Country Strategic Plans and Annual Country Plans. The CD guides the Head of Programmes (HoP) on programme development, implementation and leveraging of global technical resources for Programme Quality visits and reviews.
  • Responsible for ensuring all programme activities are planned, resourced, implemented, monitored and evaluated in a timely manner, to ensure that they are appropriate, necessary, cost effective, targeted, sustainable and in keeping with GOAL’s mission and philosophy and Turkish law.
  • Responsible for ensuring appropriate and effective support functions for programme implementation. The CD manages and guides the Head of Operations (HoO) to ensure lean supply chain activity; appropriate and compliant procurement functions; fit for purpose IT systems and a service level mindset for support to programmes. The CD will also engage with the Liaison Advisor to ensure the overall safety/security management and appropriate duty of care of the country programme staff.
  • Responsible for managing country-wide financial exposure and leading the annual Country Budgeting process to ensure effective forecasts and resourcing. Responsible for managing and mitigating against risk in country.
  • Responsible for effective governance of the country programme including day-to-day management of the Internal Auditor; maintaining an effective control environment through management action on audit findings; review of Feedback, Complaint Response Mechanism (FCRM) reports and liaising with the Head of Investigation Unit on case by case basis.
  • Support regional integration and collaboration with GOAL teams across the Turkey.
  • Represent GOAL in key stakeholder and peer networks and coordination mechanisms and with state and local government agencies.

Requirements (Person Specification)

Essential

  • Relevant post-graduate qualification in Business, administration, management, social science, international development OR Relevant degree level qualification alongside 3-5 years’ relevant experience
  • 5 years’ experience at Country Director Level in the overseas humanitarian or development environment or comparable experience in a senior leadership position within an INGO in the Middle East.
  • Demonstrable experience in security and crisis management
  • A record of successful engagement with institutional donors and securing funding
  • Experience leading a large and geographically dispersed team and working in highly insecure locations
  • Fluent written and spoken English is required for this role
  • An interest in capacity building/mentoring of teams
  • Excellent staff management and personnel skills
  • Excellent analytical, writing skills and training skills
  • Problem solving skills to identify and lead the resolution of issues
  • Excellent coordination skills and ability to work as part of a team.
  • Patient, flexible, able to improvise and communicate clearly and effectively under pressure
  • Strong communication (written and spoken), and interpersonal skills in English.

Desirable

  • Prior experience working in Turkey or in the Middle East
  • Fluent written and spoken Turkish is not mandatory but desirable for this role
  • Experience directly managing multi-sector programmes across multiple grants and/or experience in managing qualified programme managers implementing multi-sector activities across multiple grants
  • Prior experience in programming in protection, resilience, livelihood and humanitarian response as well as refugee programming.
