M&E Consultant- Part Time at International Network For Aid Relief and Assistance

BACKGROUND

INARA provides life-altering medical care and reconstructive surgery for children (0-18 years) who have injuries due to war, blasts, or unsafe living conditions, and are unable to access or afford treatment. INARA’s work consists of filling the gap in access to free of charge medical and surgical treatment. INARA also supports ongoing cases with medication, medical equipment (such as prosthetic, eyeglasses, glass eyes, hearing aids), laboratory and diagnostic testing, transportation, accommodation prior/post-surgery, and other therapeutic regimens (speech therapy, physiotherapy, psychotherapy). In addition, INARA provides psychiatric and psychological therapy services to children in need through its in-house mental health program.

DESCRIPTION

INARA is looking to contract an M&E Consultant on a part-time basis, from 1 January to 30 September 2022 (16 hours/week). INARA has two programs, medical and mental health, and deploys each of these programs in Turkey and Lebanon. INARA is seeking an M&E Consultant to assist in developing and refining monitoring and evaluation tools and systems to monitor the efficacy of its two programs in Turkey and Lebanon, including identification of best practices in data collection, analysis of existing data and identification, and closure of gaps in existing program data.

The Monitoring & Evaluation Consultant will be responsible for designing and implementing the M&E activities for INARA’s programs (medical and mental health) in Turkey and Lebanon. The Consultant will work closely with the Case Management and Mental Health teams, who will support her/him in collecting the data and conducting questionnaires to monitor the programs progress on a regular basis.

The Salary of the consultant is 900 USD per month.

RESPONSIBILITIES

· Develop and design INARA’s overall M&E framework and plan for programs in collaboration with the senior management staff; including reporting baseline, and M&E data collection

· Ensure the alignment of M&E activities with program goals

· Assess existing data collection tools, information systems, and monitoring approach, and identify gaps, improvements, and adaptations required to promote more rigorous and impact-oriented monitoring system

· Create and develop new quantitative and qualitative tools, templates, and internal protocols as needed for program staff to collect data that will establish baselines, measure changes in status, and assess overall impact of programs

· Lead and conduct analysis of quantitative and qualitative data collected on programs outputs, impacts, and outcomes

· Contribute to the development of annual work plans to identify project targets and ensure inclusion of M&E activities

· Ensure M&E tools and activities are aligned with INARA’s policies related to protection from sexual abuse, exploitation, and child safeguarding

· Design trainings on new M&E methodology for program staff and develop corresponding materials to build the capacity of the team

WORKING ENVIRONMENT

Based in Gaziantep, the working environment will be a combination of both remote and office-based work. There may be times when the Consultant is required to work on the weekends or evenings and undertake other duties which are broadly in line with the above responsibilities.

REQUIREMENTS

· Bachelor’s degree in international development or any relevant field

· Minimum three years of experience in monitoring and evaluation and accountability in MHPSS and protection projects.

· Demonstrate ability to develop log frame and M&E plans and tools

· Experience in research, data collection, report writing, and analysis

· Excellent English writing and reporting skills; Arabic language is required.

· Excellent experience in MS Office and knowledge of advanced research methods and statistical analysis
