Position Summary:

Creative Associates seeks a Deputy Chief of Party (DCOP) for a USAID-funded project, that seeks to promote cooperation among the West Bank and Gaza, Israel and the United States to promote peace through expanding economic and research partnerships. The DCOP provides administrative leadership and expertise for the project’s activities and will liaise with USAID and host government on management matters.

Reporting & Supervision:

The DCOP will report directly to the Chief of Party and will supervise various project staff.

Responsibilities

Primary Responsibilities:

  • Support the overall implementation of project activity and provide management oversight of administrative aspects of the activity;
  • Manage all operational aspects of project implementation including finances, office administration, communications, human resources, security, procurement, local subcontractors, and grants in compliance with Creative and USAID policies and procedures;
  • In collaboration with the COP, ensure that the program is delivered according to the contractual requirement with the donor and Creative policies i.e. that all activities and deliverables are completed within the agreed timescale and budget, reports are submitted as per agreed schedules and any other requirements or criteria are fulfilled;
  • Collaborate with the COP in the process to design and regularly update detailed annual work plans and ensure these are used by the team appropriately to monitor progress towards completion and achievement of program objectives;
  • Ensure that programmatic and financial reports for the donor and Creative are prepared as required, ensuring these are of the highest quality and submitted in a timely manner;
  • Assist with the preparation and revision of a realistic budget, authorizing and monitoring expenditure in line with the budget, USAID guidelines and Creative’s grant management and financial regulations;
  • Ensure streamlined operations systems in line with Creative and USAID rules and regulations;
  • Provide administrative and logistical oversight to the portfolio of activities;
  • Ensure an in-depth awareness of operational issues in the context of target country and regions;
  • Streamline and maintain procurement processes to meet grant deliverables and milestones;
  • Manage and oversee staff responsible for arranging travel and logistics for staff and project equipment and inventory;
  • Support COP in all operations tasks and duties;
  • Manage, trains, and mentors key team members in the areas of administration, logistics, human resources, procurement, budgeting and finance; and
  • Facilitate and support partnerships, collaboration, and collective action between a diverse group of local stakeholders;**Qualifications**

Required Skills & Qualifications:

  • An advanced degree in business administration, economics, international development, social sciences, or a related field;
  • At least 8 years of general experience with at least 5 years in relevant management, supervisory, senior operations or finance role leading programs/projects of similar scope and scale;
  • At least 5 years of experience in senior management, operations and/or finance role on large scale projects, including a significant grants component;
  • Demonstrated experience in management of programs that are of a similar scope, size, and complexity to this activity;
  • Experience working on programs in West Bank/Gaza and Israel;
  • Experience with adaptive management approaches, collaborating, learning, and adapting (CLA) and overseeing M&E activities on donor-funded projects;
  • The candidate must be professionally proficient and fluent in written and spoken English; proficiency in Arabic is preferred.
