CBM (registered as CBM Christoffel-Blindenmission Christian Blind Mission e.V.) is an international development organisation for people with disabilities. For more than 100 years, it has been fighting based on Christian values in the world’s poorest regions to improve the quality of life of people who have a disability. CBM’s aim is to break the cycle of poverty and disability in developing countries and to create a world in which people with disabilities have the same opportunities and rights as all others.
To re-inforce our Regional Finance team, we are looking for a “Country Finance Manager*-DRC”
Working hours: 40 per week.
This is a full-time position to be based in Kinshasa. Local contractual conditions of the respective country will apply accordingly. Foreign nationals are subject to the international scope of national immigration laws.
These are your responsibilities
a) Financial management support programmes
• Set-up and maintain strong control processes to ensure that financial resources are used by partners in compliance with CBM financial policies, standards and procedures, and with specific donor requirements
• Guide Country Office to ensure that financial resources are used in compliance with specific donor requirements and contracts (provide training/coaching as needed)
• Enforce partner delivery of timely, complete and quality finance reports in line with CBM’s requirements, including annual financial statements
• Early identify financial issues, alert and work towards solutions
b) Budgeting and planning
• Coordinate all aspects of the annual and multi-annual budget process with partners in accordance with CBM’s budget guidelines while assessing them for financial and legal compliance
• Oversee the development of the budget component of all proposals, ensuring all costs are accounted for and maximum costs are recovered
c) Country Office finance management and controls
• Manage finances in accordance with CBM standards, local regulations, and applicable donor regulations while managing financial risks register
• Validate the Country Office payroll, and ensure tax calculations, social security and other statutory contribution are made in line with relevant CBM internal and national regulations
• Ensure compliance with in-country financial regulatory requirements including statutory accounts, audit, tax filing, social security contributions, etc. and work on other compliance matters with the relevant functions such as Administration and Human Resources functions (labor law, staff numbers, skills and capacity and manage the country finance team based on performance)
d) Reporting
• Submit timely and complete reports to the Country Director, Regional Hub Office and International Office as per agreed timetable and in line with established reporting requirements
These are your qualifications
- Degree in Finance, Accounting, Internal Audit; professional qualification in accounting is an advantage (e.g. ACCA, CIMA, CIA)
- A minimum of 3-years of experience in a senior position ensuring effective financial management, systems and controls, including institutional grant management, particularly with an international development organization
- An effective team player who is able to work diplomatically and with sensitivity with individuals from a variety of cultures, professions and personal backgrounds
- Advantage of lived experience with disability
- Ability to develop finance management capacity in others, and promote the importance of solid financial controls internally and to partners
- Solid understanding of project cycle management
- Ability to prioritise work and meet deadlines
- Thoroughness and business acumen
- Attention to effective written and verbal communication
- Ability to perform all tasks in a confidential manneR
- English (professional proficiency)
- Local/regional language (professional proficiency advantageous)
- Advanced skills with MS Office, particularly Excel
- Familiar with accounting packages
- Knowledge in MS Navision and MS SharePoint solutions advantageous
